Duties Description Under the general direction of the Associate Director Human Resources 3 (ADHR 3) and ADHR 2, the Assistant Director Human Resources 1 (ADHR 1) manages the staff, activities, and operations of the Personnel Office Leaves and Off-Boarding unit in providing assistance, advocacy, guidance and support on all facets of employee leaves, separations, time and attendance, worker’s compensation, and off-boarding. Specific duties include, but are not limited to:

1. Direct staff in the administration of NYSDOL’s Leaves program including, but not limited to managing discretionary and mandatory leaves, Family Medical leaves (FMLA), Paid Family Leaves (PFL), Workers Compensation leaves, employee medical evaluations, employee separations, terminations and deaths, the Leave Donation program, the Voluntary Reduction in Work Schedule program, short and long-term disability, CSC leave extensions, etc.
a. Ensure consistent and effective services to the agency’s operating divisions, program managers and employees in accordance with applicable Civil Service and/or Workers Compensation law, rules, and regulations related to Leaves administration.
b. Oversee the Leaves management life cycle, including receipt of initial leave requests, documentation review, issuing leave determinations and employee notifications, managing leave tracking and hold continuations or removals and coordinating return-to-work dates.
c. Provide guidance to Leaves staff on complex cases as needed; and ensure all leave stages are processed in accordance with agency policy and state and federal laws, rules, and regulations.
d. Resolve complex, escalated leave issues internally or in coordination with applicable control agencies (DCS, WCB, SIF, OSC).
e. Ensure the timely issuance of leave determinations and the prompt processing of related transactions in HCM, HRIS, NYSTEP, and PaySr.
f. Comply with all payroll transaction processes and deadlines to ensure employees are paid timely and appropriately.
g. Maintain accurate, confidential records of all leaves documentation and update required Leaves spreadsheets, databases and systems.
h. Update agency policies and procedures to reflect new or revised NYS leave requirements.
i. Oversee staff in the entry, documentation, and processing of Worker Compensation claims submitted by NYSDOL employees in coordination with the Workers Compensation Board and the State Insurance Fund.
j. Manage the implementation of benefits associated with employees on extended medical absences, such as leave with half-pay, leave donation, voluntary reduction in work schedule (VRWS) and short term and long term disability.

2. Represent NYSDOL with the Department of Civil Service (DCS), Workers Compensation Board (WCB), the State Insurance Fund (SIF), and the Office of the State Comptroller (OSC) on issues related to leaves administration and employee off-boarding.

3. Collaborate effectively with internal administrative partners in the NYSDOL Office of Employee Relations, Office of Diversity, Equity, Inclusion and Access (ODEIA), and Counsel’s Office to resolve difficult and complex employee issues.

4. Ensure transactions are entered into the appropriate systems timely and accurately, while
monitoring the workflow of the unit and providing direction to staff to maximize use of time,
effort, skills and strengths.

5. Develop original and refresher training programs on leaves administration and off-boarding to
ensure HR staff are up-to-date on all existing, new or revised programs, policies and procedures.

6. Develop or revise Leaves and Off-Boarding policies and procedures in consultation with the ADHR
3 and ADHR 2.

7. Coordinate, prepare, and deliver various “Lunch and Learn” sessions to agency employees and
supervisors on topics related to Leaves and Off-Boarding.

8. Work with EAP coordinators to get a new and fresh presence on our internal DOL website (DOLi),
to educate employees on the leaves benefits available to them and inform managers and supervisors
on leaves processes and procedures.

9. Serve as Mental Health Advocate for the agency with responsibility for coordinating and
organizing with outside vendors to gather quotes, and coordinating training efforts for internal HR
staff, and with the agency’s Training Office; including working with the department’s division
heads to identify which program areas would benefit from these training initiatives.

10. Conduct special projects and other initiatives related to Leave Administration and employee
off-boarding, as directed.

11. Develop, generate and present metrics and reports on Leaves, Workers Compensation and
Off-Boarding data to identify emerging issues or trends, and make recommendations to improve
operations, decrease cycle time, streamline work processes, and consistently provide high quality
customer service.

12. Review questions of unusual complexity with the ADHR 3 and ADHR 2; particularly those with
significant employee status and employment history implications, and those for which final decision
by the Director of Personnel is required, such as matters of law, OSC and agency-internal payroll
processing requirements or related issues.

13. Provide guidance and consultation services to program managers and field staff on the handling
of sensitive employee health problems arranging for examination by Employee Health Services, as
needed.

14. Ensure that requests dealing with leaves and related matters requiring action by the Civil
Service Commission are submitted in time to meet the Commission calendar.

15. Provide employee off-boarding support for all NYSDOL employees statewide.
a. Ensure resignation or termination documentation is received, verified and filed.
b. Finalize all separation or termination transactions.
c. Provide off-boarding surveys and separation and benefits information to employees.
d. Directly manage sensitive or expedited separations and terminations.
e. Arrange exit interviews, as needed.

52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Human Resources Specialist 2. If 3 or fewer qualified Department of Labor Human Resources Specialist 2 respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Human Resources Specialist 2 without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

52.6 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 23 or higher determined to be administrative by Civil Service.
