Duties Description Under the direction of the Deputy Commissioner for Technology, SG-NS, in the Dedicated Support Division, Department of Health Bureau, the Principal Full Stack Developer (Project Director, SG-NS), will be a key player in designing, developing, and maintaining complex software solutions using Java technologies to support the critical mission of the New York State Department of Health. The incumbent will leverage their deep expertise in Java, Spring boot, REST API, Microservices, Oracle PL/SQL to deliver impactful solutions. The incumbent will also provide technical leadership, mentorship, and support to other team
members.
Specific duties will include but are not limited to the following:
• Lead the design and architecture of robust and scalable software solutions utilizing Java, Spring boot, Oracle, and related technologies.
• Develop and maintain high-quality java applications, including web applications, web APIs, microservices, and backend systems, using java 1.8 or higher, spring boot, oracle 12c or higher,
• Design, develop, and deploy custom web-based java applications to streamline business processes and improve data accessibility.
• Design and develop RESTful APIs to facilitate integration between systems.
• Assist with Oracle database design and generation of DDL scripts.
• Develop and execute system test plans and coded unit testing procedures.
• Provide technical leadership and mentorship to other developers.
• Collaborate with business analysts, project managers, and other stakeholders.

Minimum Qualifications Minimum Qualifications:
- A bachelor’s degree in computer science, Information Technology, or a related field.
- Five + years of experience in application development using java technologies (java 1.8 or higher, spring boot, struts, bootstrap)
- Three + years of experience with the REST API, SOAP,
- Experience with Oracle PL/SQL.
- Strong understanding of software development best practices.
- Excellent problem solving and communication Skills.

The following degrees may substitute for the general experience
as indicated:
- A master’s degree in computer science or a related field will
substitute for one year of experience (Java development using
Java 1.8 or higher, and Oracle).
- A Doctorate in computer science or related field will substitute
for an additional year of experience Java development using
Java 1.8 or higher, and Oracle).
Preferred Qualifications:
• Master's degree in computer science or a related field.
• Experience with Java 1.8 or higher
• Experience with cloud computing platforms (Azure, AWS, GCP).
• Experience with DevOps practices (CI/CD).
• Experience with Agile development methodologies.
• Experience with Oracle, PostgreSQL (Common Data Service).
• Experience with security best practices.
