Duties Description Under the direction of the New York State Board of Elections Commissioners and reporting directly to the Administrative Officer, the Assistant Administrative Officer provides strategic leadership, guidance, and oversight of the Board’s Administrative Office, which delivers essential administrative and operational support to the New York State Board of Elections, the Public Campaign Finance Board, and the Division of Election Law Enforcement.

Illustrative Duties:
• Oversee the Board’s Diversity/Equal Opportunity, MWBE, and SDVOB programs, including discretionary compliance and reporting.
• Direct personnel, human resources, payroll, health benefits, and employee training functions.
• Recommend staffing levels and position classifications to Executive Directors and Unit Heads.
• Advise program managers and staff on human resource policies, programs, and negotiated contracts.
• Develop and deliver written and oral communications relating to HR and administrative matters to internal stakeholders and partner agencies.
• Lead agency-wide recruitment and retention efforts.
• Develop and maintain position classifications to support current and future staffing needs.
• Serve as the primary liaison to control and partner agencies, including the Department of Civil Service, Office of the State Comptroller, Division of the Budget, Empire State Development, Governor’s Office of Employee Relations, and the Office of General Services (OGS).
• Liaise with state, federal, and intergovernmental entities on behalf of the Board.
• Participate in the development of procurement solicitations (RFI, RFP, HBITS, PBITS) and monitor vendor compliance.
• Ensure expenditures, including federal funds, comply with applicable statutes and guidelines.
• Oversee internal tracking of Personal Service (PS) and Non-Personal Service (NPS) expenditures across General, Federal, and Capital programs.
• Collaborate with the OGS on purchasing, invoicing, and financial administration.
• Oversee contract and procurement activities by providing data and guidance to agency managers and determining appropriate funding codes.
• Coordinate with OGS and agency units to determine appropriate procurement methods.
• Oversee fleet management, equipment maintenance, real estate planning, and agency-wide administrative functions necessary to ensure the success and continuance of the day to day operations.
• Direct agency health and safety programs and response efforts.
• Coordinate and supervise sensitive, high-priority projects with executive leadership and program managers.
• Advise Executive Directors on sensitive matters affecting agency policy, budget, and operations.
• Coordinate communications with the Governor’s Office, State agencies, and external partners regarding agency initiatives and activities.
• Provide strategic leadership, supervision, training, and evaluation of HR/Finance staff.
• Handle confidential and sensitive information with discretion and sound judgment.
• Participate in agency strategic, long-range, and operational planning.

Minimum Qualifications A bachelor’s degree in public administration, business administration, human resources, finance, or a closely related field; and
At least seven (7) years of progressively responsible administrative experience, including responsibility for human resources, budgeting/finance, procurement, or operations management; five (5) years of which must have been in a supervisory or managerial capacity.

Preferred Qualifications:
Proficiency with NYS Human Resources systems and the NYS Statewide Financial System; demonstrated knowledge of NYS HR practices, procurement, budgeting, personnel administration, and strategic planning.
