Duties Description Under the general direction of the Chief Information Officer, the Director of Application Development, and the Supervisor of Internet Technologies, the Information Technology Specialist 3 (Programming) performs technical activities related to business area, functional, and systems analysis, design and development of applications, system testing, technical writing, and user training. Duties consist of performing complex systems analysis and application programming within the Visual Studio environment and team supported commercial applications. Other duties include, but are not limited to:
- Plan and conduct application programming design, coding, testing, and debugging activities.
- Coordinate software upgrades and implementation of both commercial and in-house developed applications and approve and oversee all modifications to supported systems.
- Application Management – Confer with functional users and management; gather requirements; evaluate technology options and implement new and revised solutions, including interactive website development as needed; plan and conduct applications programming design, development, testing, and debugging; develop documentation; develop and deliver user training; perform post implementation system monitoring.
- Perform a wide range of supervisory duties as needed.
- Support and maintain Thruway traffic camera public Steaming and internal Authority viewing.

Minimum Qualifications 1. TRANSFER QUALIFICATIONS FOR CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 21 or above and eligible for transfer under Section 52.6 of the NYS Civil Service Law.

2. NY HELPS MINIMUM QUALIFICATIONS:
Five years of professional experience in computer programming which must have involved the planning, configuration, testing, implementation, and/or management of the systems environment that supports the organization's information technology architecture and business needs.

Minimum Qualifications Substitution:
A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science with at least 9 semester credit hours in programming languages and two years of experience in computer programming; or a bachelor's or higher level degree in any field and three years of experience in computer programming; or an associate degree with 15 semester credit hours in programming languages and four years of experience in computer programming.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:
Base Pay Range from Hiring Rate $83,294 up to Job Rate $117,293.
Recruitment & Retention Pay: $7,000.
