Duties Description Eliciting and documenting requirements for automated systems, using various methods including but not limited to process models, User Stories, and Use Cases
Create process, data and object-oriented models to support understanding
Provide technical expertise in the application of analytical processes to the planning, design and implementation of new and improved information systems to meet the needs of business units
Translate functional and technical requirements into programming specifications through design documents, decision logic tables, and flow diagrams
Test, validate, and document applications
Create helpful and informative technical documentation for mission critical systems to ensure applications can be supported when key staff retire
Lead JAD sessions as a recording analyst or scribe
Lead business process improvement consulting engagements
Develop value stream maps, associated documentation and reports
Work closely with the Business Architect to create a cohesive view of business environment
Assist with the establishment and maintenance of business analysis methodologies
Assist developing consistent approaches for business analysis and providing guidance on tools and techniques
Assist with the delivery of business analysis training and the establishing of a BACOP
Schedules and plans project activities working closely with staff and stakeholders.
Ensure deadlines are met on project timelines and reports to supervisor.
Assists with evaluating post implementation performance and defect rate for reporting to supervisor.
Participating in DOS and statewide business analysis communities and staying current with best practice methodologies.
Oversee training activities for contract staff.
Evaluating contract staff performance and productivity.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a noncompetitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
Non-Competitive Minimum Qualifications:
Seven years of business analysis experience in a large health care facility, health related governmental entity, health insurance company, large health care provider organization or employer, or with the New York State Medical Assistance (Medicaid) Program in a New York State agency or a New York State local social services district or county, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product or service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product or system development life cycle (SDLC); and developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Competitive Minimum Qualifications:
Permanent Transfer: NYS Department of Health employee with permanent or contingent-permanent service as a Business Systems Analyst 2 Health, Grade 23 OR NYS employee with one year or more of permanent or contingent-permanent service in a competitive class title equated to SG-21 or above and eligible for transfer to Business Systems Analyst 2 Health under Section 52.6 of the Civil Service Law.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a qualified employee of the New York State Department of Health and have one year of permanent competitive, non-competitive NY HELPS, or 55-b/55-c service as a Business Systems Analyst 1 (Health), Business Systems Analyst Trainee 1 (Health), Business Systems Analyst Trainee 2 (Health), Business Systems Analyst 1, Business Systems Analyst Trainee 1, or Business Systems Analyst Trainee 2.
If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.
Preferred Qualifications: Demonstrated knowledge and experience with business analysis standards as defined in Business Analysis Body of Knowledge (BABOK)
Demonstrated experience with Change Control process
Demonstrated experience with the use of EA tool, e.g., iServer
Demonstrated experience with BPMN
Excellent verbal and written communication skills
Experience in eliciting and documenting IT requirements for automated systems, using various methods.
Experience in translating functional and technical requirements system specifications through design documents, decision logic tables and flow diagrams.
Additional Comments This position is part of the NYS HELPS program. No examination is required.
