Duties Description Under the direction of an Information Technology Architect 2 within the Digital Transformation Office, Digital Experience Bureau, Human Center Design Section, the Technology Analyst 2 (RAD), is a technical individual contributor responsible for leading the design, configuration, implementation, and delivery of NY-branded digital products and shared services. This role works in close partnership with product managers, designers, and agency stakeholders to translate needs into scalable technical solutions across a portfolio that includes a mix of buy/configure, open-source platforms, and targeted custom build work. Senior Product Engineers are deployed into cross-functional squads and are expected to operate with high autonomy, guide technical decisions, and mentor junior engineers. This role treats quality, testing, and operational readiness as core engineering responsibilities.
Specific duties for this position include, but are not limited to, the following:
• Lead technical discovery and solutioning with Product Managers, designers, and stakeholders; translate requirements into technical approaches, epics, and implementation plans.
• Implement and deliver digital products using an appropriate mix of custom development, configuration/customization of open-source platforms, and integration with COTS solutions.
• Provide hands-on technical leadership in squad delivery: shaping architecture within standards set by the Lead Architect, breaking work into deliverable increments, and guiding implementation.
• Design and implement APIs, integrations, and data flows that enable shared service reuse across agencies and channels.
• Apply modern engineering practices to support reliable delivery: automated testing, CI/CD, infrastructure automation where applicable, monitoring/observability, and security-by-design.
• Troubleshoot complex issues across environments; resolve production defects and delivery blockers with urgency and sound judgment.
• Provide day-to-day technical supervision and work direction for SG-18 and SG-23 Engineers through pairing, code review, technical coaching, and task scoping to accelerate growth and consistency.
• Contribute to engineering standards, reusable patterns, and documentation that enable delivery at scale across squads.
Minimum Qualifications Six years* of information technology experience, one of which must be within the
appropriate specialty**.
*Substitutions: associate’s degree with 15 semester credit hours in computer science or a related field substitutes for one year of general information technology experience.
Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science or a related field can be credited with one year of general information technology experience.
Bachelor’s degree in any field including or supplemented by 15 semester credit hours in computer science or a related field substitutes for three years of general information technology experience. Any bachelor’s degree substitutes for two years of general information technology experience.
Master’s degree or higher in computer science or related field substitutes for one additional year of general information technology experience.
**Specialty includes experience within one or more of the following information technology disciplines: artificial intelligence, cloud solutions, human centered design, product management, quality assurance, rapid application development, robotic product management, geospatial information services.
Preferred Qualifications:
• 7+ years experience in software engineering, platform implementation, or product delivery engineering.
• Demonstrated ability to lead technical workstreams and deliver production-grade solutions in a cross-functional environment.
• Strong development experience (modern web/API development) and experience integrating or customizing platforms (open-source and/or COTS).
• Experience with modern delivery practices (agile), and familiarity with DevOps/automation concepts.
• Experience in government or large enterprise environments with security, compliance, and accessibility requirements.
• Experience building and scaling shared services or platform-based products.
• Familiarity with open-source software strategy and governance.
• Understanding of accessibility standards and their application in digital product development.
• Experience supporting the transition of products from active development into steady-state operations.
• Experience implementing or extending open-source platforms and shared services.
• Familiarity with cloud-native deployment patterns and observability practices.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
