Duties Description The Bureau of Child and Adult Care Food Programs (CACFP) is a federally funded public health nutrition program which provides reimbursement for healthy meals and snacks served to children in family day care homes, day care centers, emergency shelters, afterschool programs and adults in other programs.

The Health Program Administrator 1 (HPA 1) will be responsible for tracking Accounts Receivable and maintaining fiscal account balances. This includes preparing quarterly accounts receivable reports, tracking collection letters to CACFP Sponsoring Organizations, and calculating claim adjustments. The HPA 1 will ensure timely recovery of program funds due to review findings. Additional responsibilities include overseeing the review and approval of food service vendor contracts, overseeing the CACFP Information and Payment System (CIPS) file for daily payment processing. This role also involves documenting and resolving payment errors, preparing reports detailing entitlement fund disbursements. The position assists with annual close out of grant expenditures, interpreting/evaluating federal regulations. The HPA 1 also assists with drafting internal and external policies and procedures and providing direct and indirect supervision.

Minimum Qualifications Reassignment: Current New York State Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1, Grade 23.

Transfer: Current New York State employee with one or mor more years of permanent or contingent-permanent, competitive service in a title at or above Grade 21 and eligible to transfer to a Health Program Administrator 1, Grade 23 under Section 70.1 or 52.6 of the New York State Civil Service Law.

Preferred Qualifications: The preferred candidate would have strong computer skills and ability to analyze data; broad fiscal background, experience with Federal Food Programs and the ability to prioritize multiple assignments.
