Duties Description The incumbent will support both the Medicaid and Elderly Pharmaceutical Insurance Coverage (EPIC) pharmacy program operations and will oversee and manage a multidisciplinary team within the Division of Drug Policy and Rebate Management. Specific duties include the following:
• Supervise a multidisciplinary team responsible for the oversight of both federal and state Medicaid drug rebate programs. This includes rebate negotiations that support or administer components of these programs.
•Internal controls and risk management development and compliance
• Oversight and compliance with audit requests. Reviewing investigation/audit findings and identifying and initiating systematic controls
• Ensure compliance with all state and federal rules for program compliance
•Recommend corrective measures and enforce legislative, regulatory or policy changes
•Data management and development including but not limited to program dashboards, data queries, and search tools.
• Assist with DURB activities including the development and prioritization of agenda items, coordination of meeting logistics and ensuring compliance with applicable statute and Board bylaws.
• Evaluate programs and conduct financial analysis for budget and program initiatives as required.
• Oversee and coordinate the completion and submission of State, legislative, and federally mandated periodic reports, assessments, and analyses.
• Oversee contractor performance and monitoring activities to ensure compliance with budgetary and contract requirements.
• Supervise health care professionals and support staff (state staff and contractors).

Minimum Qualifications NYS employee with one year of permanent or contingent-permanent service as a Pharmacy Consultant, SG-25 and eligible for transfer under Section 70.1 or 70.4 of the Civil Service Law.

Preferred Qualifications: Strong written and verbal communication skills
Comprehensive knowledge of the Medicaid pharmacy program including federal and state laws, rules, regulations and policies
Strong presentation and leadership skills
Adept at computer applications including using databases, excel spreadsheets, writing reports and conducting research
Strong analytical skills and familiarity with large data sets
Demonstrated experience supervising personnel
Familiar with Medicaid Drug Rebate Program, federal and state rebate programs, rebate negotiations, and financial analysis

Additional Comments Posted salary range includes the statutory hiring rate of $106,898-$131,665 plus $11,000 Geographic Pay Differential

This position may require travel throughout New York State including overnights to areas not served by public transportation.
