Duties Description Manage and oversee the daily operations of the physical plant/engineering, and maintenance departments. Incumbents plan, supervise, coordinate, and direct the activities of subordinate plant utilities engineers and others engaged in the installation, operation, maintenance, trouble shooting, repair, testing, and calibration of mechanical and electrical equipment providing heat, hot water, ventilation, air conditioning, water/sewage treatment, and electrical distribution.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). (*Please see below for further information).
Minimum Qualifications for taking the Promotional Examination must be a qualified employee of New York State and have had three months of permanent competitive, non-competitive NY HELPS*, or 55-b/55-c service as:
Either A. Building Maintenance Supervisor 2, Maintenance Supervisor 2 (Building), Maintenance Supervisor 3, or Plant Utilities Engineer 3;
Or B. Building Maintenance Supervisor 1, Maintenance Supervisor 1 (Building), Maintenance Supervisor 2, Plant Utilities Engineer 2, Public Buildings Manager 2, or Regional Park Maintenance Supervisor.
If you have received a permanent appointment to a qualifying title listed and served provisionally** in that title immediately preceding your permanent appointment, such provisional service may be counted towards meeting the time in title required for this examination.
Only the title or titles listed are qualifying.
If you were permanently appointed to a qualifying title on or before February 9, 2026, and have served continuously in this title since that date, you are eligible to file for this examination.
*If you were permanently appointed via the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) program to a qualifying title in the non-competitive class on or before February 9, 2026, and have served continuously in this title since that date, you may apply for this examination.
**If you were permanently appointed to a qualifying title and had provisional service in the same title immediately preceding the permanent appointment, such provisional service may be counted towards meeting the time in title required to apply for this examination. Your provisional appointment must have been on or before February 9, 2026, to qualify for this examination.
Qualifying Experience for Appointment from the Eligible List: After one year of service described in the A Qualifications OR two years of service described in the B Qualifications, successful candidates will be qualified for appointment from the eligible list.
NY HELPS Minimum Qualifications for Non-Competitive Appointment: six years of experience in a physical plant in an institutional, educational, laboratory, or healthcare setting, or a power plant, which must include management* of daily plant operations including procedure development, budget planning and workforce allocation, efficiency, and enforcement of codes and standards; capital planning of construction/rehabilitation projects; AND/OR contract management of building maintenance/construction/rehabilitation projects and grounds.
Substitution: an associate degree in a related field** can substitute for two years of specialized experience; a bachelor’s degree in a related field** can substitute for four years of experience; a master’s degree in a related field** can substitute for five years of experience; and a doctorate in a related field** can substitute for six years of experience.
* Qualifying Management Experience: supervision of employed and/or contracted staff in trades engaged in the operation, maintenance, construction, or rehabilitation of a physical plant in a setting listed above, or a power plant; the development of plans, specifications and estimates for alterations and materials, and contract negotiation, approval, monitoring and closeout.
** Related Fields: Construction Technology, Construction Management, Engineering, Engineering Technology, Facilities Management, Facilities Management Technology, or Plant Utilities Technology.
Non-Qualifying Experience: Custodial or janitorial services; experience working in manufacturing/machine maintenance, grounds keeping, security, or transportation; or experience performing clerical work.
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
