Duties Description The Office of Mental Health (OMH) is recruiting to fill a Mental Health Program Specialist 3, Grade 25, in the Division of Integrated Community Services for Children and Families, Bureau of Intensive Community Services (ICC). The Mental Health Program Specialist 3 manages and directs the High Fidelity Wraparound (HFW) Training and Fidelity Unit. The incumbent will oversee and monitor the development of a statewide infrastructure for High Fidelity Wraparound, an evidence-based care management practice, within New York State’s Health Homes Serving Children program.
The ICC/HFW Training and Fidelity Unit is responsible for ensuring the successful development and implementation of statewide training programs to support designated providers in delivering high quality ICC and HFW services that meet or exceed accepted fidelity standards. Under the general direction of the Bureau Head for Children’s Intensive Community Services, the Mental Health Program Specialist 3 serves as the ICC/HFW Training and Fidelity Unit Director and oversees training strategy, development, implementation, fidelity monitoring, provider support, and quality improvement efforts while working collaboratively with state agencies and system partners to ensure consistency, effectiveness, and sustainability of the ICC/HFW training models statewide.
Responsibilities include, but are not limited to, the following:
Program Leadership and Implementation:
• Lead the statewide development, enhancement, and implementation of ICC and HFW training and fidelity monitoring programs.
• Apply advanced knowledge of mental/behavioral health systems, evidence-based practice models, and the complex needs of children, youth and families to develop and manage programs that are accessible, responsive to identified needs, aligned with policy priorities, and grounded in research and implementation science.
• Oversee training initiatives, including curriculum development/enhancement, rollout, coaching, and technical assistance.
• Manage vendor contracts, project timelines, and deliverables related to training and fidelity activities.
• Ensure all training materials and processes align with state policy, guidance, and meet accepted fidelity standards.
Training, Technical Assistance, and Implementation Support:
• Direct statewide training, coaching, and technical assistance for designated providers.
• Provide expert guidance on training program development, evidenced-based models, and implementation science.
• Collaborate with stakeholders to coordinate training logistics, site visits, and in-person sessions.
• Collaborate with State Partners to identify and resolve operational, programmatic, and fidelity challenges impacting service delivery.
Fidelity Monitoring, Evaluation, and Quality Improvement:
• Work collaboratively with the OMH Office of Population Health Evaluation to develop data collection strategies, reporting mechanisms, and data analysis processes to assess the impact of training program implementation.
• Review and analyze trends to identify gaps and areas for improvement within the training program and within provider implementation.
• Participate in the development of Quality Improvement Plans as needed.
• Translate evaluation findings into actionable program and policy recommendations.
Supervision and Administration:
• Supervise and support subordinate staff; assign and review work and conduct performance evaluations.
• Set priorities and establish timelines for deliverables.
• Support staff training and professional development.
Other duties as assigned.
Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Candidates must have permanent status as a Mental Health Program Specialist 3, Grade 25 and be eligible for lateral transfer; OR one year of permanent, competitive service in a title eligible for transfer via Section 70.1 or Section 52.6 of the Civil Service Law.
