Duties Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. The Department of Financial Services is seeking candidates for the position of Assistant Director Information Technology Services 1 in the Technology Bureau. Duties include, but are not limited to, the following:
• Develops and implements IT policies, standards, procedures, and long?term technology roadmaps;
• Advises executive leadership on technology trends, modernization strategies, and risk mitigation;
• Serves on committees to plan special projects, establish policy, prepare and evaluate RFPs, and address enterprise IT needs;
• Recommends priorities for IT service requests and ensures alignment with agency goals;
• Leads mission critical initiatives, including cloud service development and enhancement;
• Oversees preparation of project deliverables, work plans, and cost benefit analyses;
• Monitors project status, resolves technical issues, and ensures compliance with standards, accessibility, audit, legal, and privacy requirements;
• Manages proof of concept efforts and evaluates emerging technologies for applicability;
• Plans and manages system development strategies to meet short- and long-term service goals;
• Directs development of application and enterprise architecture plans for complex, multi-tiered environments;
• Guides research and evaluation of platforms, software, tools, and new technologies;
• Introduces and expands automation and AI opportunities to improve operations;
• Researches, evaluates, recommends, and implements strategies for system security, disaster recovery, and business continuity;
• Ensures technology solutions meet enterprise standards and future state architectural direction;
• Manages priorities, schedules, assignments, workloads, and staffing levels to ensure operational efficiency;
• Oversees vendor and on prem/cloud environments supporting agency projects and deployments;
• Coordinates with internal operations and technical services leaders to resolve service related issues;
• Ensures appropriate resources are available to meet deadlines and service commitments;
• Conducts performance reviews and ensures timely completion of evaluations across the team;
• Manages vendor relationships, SLAs, contract performance, and product/service delivery;
• Meets with program management and business stakeholders to define needs, requirements, priorities, and implementation approaches; and
• Facilitates collaboration across agencies and technical teams to resolve issues and support shared initiatives.
• Occasionally travels to DFS regional offices as well as after hours and weekend work may be required.
Minimum Qualifications Preferred Qualifications:
• Experience with the following technologies:
o Administration and configuration of Fortinet security appliances (FortiGate, FortiManager, FortiAnalyzer);
o Administration and configuration of cloud technology services (GCP, Azure, AWS);
o Oracle Database administration, performance tuning, and backup/recovery;
o Windows Server management (roles, services, patching, troubleshooting);
o Linux Server administration across major distributions (RHEL, CentOS, Ubuntu);
o Microsoft Active Directory management, including Group Policy and identity lifecycle;
o DNS configuration, troubleshooting, and zone management;
o DHCP administration, scope management, and IP address planning;
o Centralized logging platforms — Splunk; Security Information & Event Management (SIEM);
o Endpoint security; Windows workstation administration;
o Mobile device management;
o Security hardening & compliance — CIS benchmarks, patch management, vulnerability remediation; and/or
o Log analysis & incident response.

List Appointment: Candidates must be reachable on the Civil Service eligible list for 38703010.
Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 52.6 of the Civil Service Law. Information regarding transfer eligibility may be available on the Civil Service Career Mobility Office website.
Please note that under Civil Service Law, an employee cannot have two consecutive upward 70.1 or 52.6 transfers without an intervening eligible list appointment if such transfers would exceed two salary grades.
