Duties Description The Program Research Specialist 2 (PRS 2) will conduct database management activities, including performing data extraction, data quality assessment, and designing and conducting data queries. This includes analyzing data to develop and generate statistical summary reports. The PRS 2 will assist in conducting all phases of ongoing program evaluation and metric development and prepare comprehensive finished reports covering all phases of the study, the interpretation of results, and recommended courses of action. The PRS 2 will also participate in priority ad hoc requested studies of health care delivery systems that have statewide implications and interrelate with other programs.
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive services as a Program Research Specialist 2 (Health Systems Analyst), SG23 OR Current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title SG21 or higher and eligible to transfer under Section 52.6 of the NYS Civil Service Law.
Provisional Promotion Candidates: One year of permanent service as a Program Research Specialist 1 (Health Systems Analyst), SG18.
Non-Competitive Candidates Via NY HELPS: A bachelor's degree including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, research methods, mathematics, data analysis, or data modeling PLUS THREE YEARS of professional* research experience in the collection and evaluation of quantitative data directed toward review and analysis or healthcare delivery systems, State and federal surveillance systems, health regulatory or policy analysis, or clinical outcomes.
J.D. or master's degree may substitute for one year of the experience; a doctoral degree may substitute for two years of the experience.
*For purpose of these examinations professional research experience cannot be part of your degree requirements. You must clearly demonstrate how you meet the supplemental coursework and degree requirements for this position.
Preferred Qualifications: A master's degree and post degree professional experience in data visualization, and statistical models and data mining tools, in the context of analysis and visualization of large data sets.
Additional Comments This position is part of the NYS HELPS program. No examination is required.
