Duties Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. The Department of Financial Services is seeking candidates for the position of Senior Deputy Superintendent for IT and Operations. Duties include, but are not limited to, the following:

• Serves as the primary liaison with all DFS business units on Business Transformation;
• Leads agency governance process including intake, prioritization, resource planning, contracts or purchasing, project execution, go-live support, transition to IT Operations;
• Manages the analysis, evaluation, and improvement of operational processes within the agency;
• Assists in implementation of the Superintendent’s goals and objectives for IT and Operations;
• Provides high-level oversight of portfolio projects, establishing PMO methodologies, and enforcing standardized processes for project initiation, planning and execution;
• Oversees business analysis for bureaus in the Department including, but not limited to research & analysis, requirements gathering and documentation, creation and implementation of quality assurance and user acceptance testing, and defect resolution;
• Develops a collaborative working relationship with other units and divisions within DFS;
• Participates in the design of staffing strategy for personnel within the IT and Operations units;
• Advises on strategic and operational considerations within the IT and Operations unit, including review of written materials (e.g. reports, policies, etc.) as appropriate;
• Consults with the Training division to support the development, maintenance, and implementation of training curricula that is appropriately designed to educate personnel about modernization efforts;
• Works closely with the OCM unit within the training division to ensure department readiness for implemented modernization projects, including communication plans for leadership, DFS staff, and external stakeholders;
• Coordinates DFS’ work with external partners (such as NAIC, NMLS, ELANY and others) as it pertains to modernization efforts within the Department;
• Advises the Executive Deputy Superintendent of IT and Operations on all matters falling within the scope of assigned responsibilities and makes necessary recommendations;
• Senior advisor to the Executive Deputy Superintendent for IT and Operations on all areas of procurement and contracts;
• Works with all units within DFS to improve and standardize processes involved with complex procurements;
• Develops operational KPI to measure how all areas of IT and Operations are performing and identify and implement ways to improve;
• Works on special agency-wide initiatives, including as proposed by the senior management of the IT and Operations Divisions or the Superintendent; and
• Other duties as assigned.

Minimum Qualifications Preferred Qualifications

• At least 14 years of experience in government administration and operations, human resources and labor relations, information technology, project management, budgeting and fiscal management, procurement, learning and development, emergency management, or office services and facilities management. Experience must include at least 5 years of managerial supervision.
o Substitutions: Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience; Ph.D. may substitute for seven years of specialized experience.
• Excellent problem-solving skills, and effective written and verbal communication.

This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority.

Salary: $172,787 - $213,995 (salary commensurate with experience)
