Duties Description DUTIES
The incumbent will function as a Project Manager overseeing complex building construction projects and major renovation projects. This assignment is primarily for capital development projects for grant funded voluntary-operated facilities and state-operated Addiction Treatment Centers (ATCs). Duties include, but are not limited to:
• Advising and assisting providers at every step of project implementation.
• Develop project budgets and justifications.
• Facilitate project meetings with DASNY, OGS, consultants, agency staff and/or voluntary providers to implement project goals and deliverables.
• Provide directions to DASNY and OGS to ensure timely and successful completion of capital projects.
• Review construction documents to ensure projects’ budgets, physical space, programmatic goals, and requirements are met.
• Monitor minor maintenance contracts.
• Review providers’ capital contract expenditures and approve voucher payments.
• Assist with Capital Financial Management budget planning.
• Supervise Facilities Planner 1.
• Other relative duties as assigned.
• Travel is required
Minimum Qualifications Permanent status as a Facilities Planner 2, G-23, and interested in reassignment ~OR~ Reachable for permanent appointment on the current Civil Service eligible list ~OR~ Eligible for Civil Service Section 70.1 Transfer (Building Construction Program Manager 2, Professional Engineer 1 (Civil/Construction)).
HELPS Minimum Qualifications:
Seven years of experience planning multi-trade building facility construction projects, or in policy development or planning of multi-trade municipal land use projects. An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

Grade 23-$86,681- $109,650

The salary range listed in this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.
Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
