Duties Description Serve as the Director of the Bureau of Gambling Services and Supports; and oversee and coordinate all aspects of the prevention, treatment, harm reduction, and recovery supports for problem gambling.
• Under the direction of the OASAS Program Manager 2, implement and direct the Commissioner’s priorities for gambling services and supports, including the development and management of the expenditures for the entire OASAS gambling budget.
• Develop, implement, and revise policies and regulations.
• Manage problem gambling-related contracts, including processing monthly invoices, collecting monthly and annual reports to ensure compliance.
• Coordinate clinical integration and expansion of problem gambling treatment services throughout NYS, including the development of clinical guidance and TA toolkits.
• Collaborate with Problem Gambling Resource Centers to oversee the implementation of new initiatives, including warm handoffs to OASAS problem gambling treatment providers and training development for staff and private practitioners.
• Represent OASAS on a national, State, and community levels related to the prevention, treatment, harm reduction, and recovery continuum of care for gambling in NYS.
• Work with other Bureaus to collect and manage relevant data and identify and manage issues related to reimbursement for services.
• Lead and supervise a multidisciplinary team of prevention, treatment, harm reduction, and recovery gambling specialists.
Minimum Qualifications Permanent status as an OASAS Program Manager 1, M-3 and interested in reassignment; ~OR~ reachable for permanent appointment on the current Civil Service eligible list for OASAS Program Manager 1, M-3; ~OR~ eligible for transfer under Section 52.6 of the Civil Service Law.
In the event that a canvass of the eligible list for OASAS Program Manager 1 in this location results in less than three candidates willing to accept the position, the agency may consider making a provisional appointment. To be considered for provisional appointment, candidates must meet the following qualifications: Either 1. One year permanent competitive or 55-b/55-c service as an Addictions Program Specialist 4 or as an Addictions Planning Analyst 3;
Or 2. two years of permanent competitive or 55-b/55-c service as an Addictions Program Specialist 3.
In the event that a provisional appointment is made, the provisional employee will need to successfully complete the competitive examination for OASAS Program Manager 1 when next given and be reachable for appointment on the resulting eligible list. If the provisional employee does not pass the competitive examination, or is not reachable for appointment, they may not be able to be retained in the position.
Additional Comments The salary range listed for this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.
Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
