Duties Description Under the direction of the Associate Commissioner for the Division of Treatment Services, the OASAS Program Manager 2, will serve in a Statewide policy-making position that has direct oversight for two of the Division’s four Bureaus, specifically the Bureau of Treatment Services and the Bureau of Gambling Health and Support Services. Specific duties include but are not limited to:

Present at events and conveys the Commissioner and agency vision, mission, and values providers, stakeholders and managed care plans; identify opportunities to expand and reform service delivery to better serve individuals and families; work with providers and OASAS staff to work within a transformed health care system.

Serve as the agency’s policy lead for all activities related to Gambling, representing the Commissioner’s vision for Gambling Services at federal, State and local levels. Oversee the Bureau of Treatment Services and serve as part of the Division’s leadership team, ensuring that the agency’s agenda for addiction treatment services are followed and implemented.

The OASAS program manager 2 will provide leadership for Bureau Directors and build effective teams in each of the Division Bureaus and facilitate cross-Bureau work.

Overseeing the Gambling Division, the incumbent will build on the Commissioner’s vision for a robust Bureau responsible for managing the growing body of work including several State of the State highlights to expand prevention, harm reduction, treatment and recovery services across NY to address growing access to gambling opportunities through mobile sports betting, casinos, and emerging markets.

Overseeing the Treatment Division, the incumbent will provide leadership for the Bureau Director and implement innovations in service delivery, align NY’s treatment with national standards of care, implement integrated service delivery models and increase collaboration across Divisions.


Minimum Qualifications Permanent status as an OASAS Program Manager 2, M-4, and interested in reassignment; or reachable for permanent appointment on the current Civil Service eligible list for OASAS Program Manager 2, M-4; or eligible for transfer under Section 52.6 of the Civil Service Law OR qualify for Provisional appointment as described below.

In the event that a canvass of the eligible list for OASAS Program Manager 2 in this location results in less than three candidates willing to accept the position, the agency may consider making a provisional appointment. To be considered for provisional appointment, candidates must meet the following qualifications:

To qualify for provisional appointment, candidate must have either:
Either 1. one year of permanent competitive or 55-b/55-c service as an OASAS Program Manager 1 or Addictions Planning Analyst 4.
Or 2. Two years of permanent competitive or 55-b/55-c service as an Addictions Program Specialist 4 or Addictions Planning Analyst 3.

Non-Competitive Promotion (NCP) under Section 52.7 of the Civil Service Law: In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates within OASAS apply for the position is three or less, a permanent appointment may be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications as outlined in the provisional qualifications.

Additional Comments The salary range listed for this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
