Duties Description The Associate Budgeting Analyst is responsible for reviewing, analyzing, and making recommendations on funding; monitoring/analyzing expenditures of approved funds for effective and efficient utilization; and may participate in studies of budgetary issues and agency programs and operations. The Associate Budgeting Analyst will also be responsible for supervising subordinate staff (minimally one Senior Budgeting Analyst)
The position performs responsibilities in accordance with all current and amended, OGS policies and procedures, and state statutes.
Specifically, duties may include, but are not limited to, the following:
• Prepares State financial documentation pertaining to the utilization of agency capital funds as they relate to capital project and capital funded operational spending.
• Monitors and maintains accurate financial record keeping, spending plans, and cost allocation controls and budgets pursuant to levels established in the enacted State Budget for all capital projects.
• Ensures that developed reports from SFS are reviewed for accuracy and reasonableness prepared by subordinates and reports them to higher level management.
• Monitors and analyzes, by working with programs, the annual projections for the OGS capital plan.
• Conducts in-depth studies and research of issues, programs or operations and prepares reports and makes recommendations.
• Has frequent verbal, written and face-to-face communication with program staff, agency staff and staff of other State and local agencies to collect information to formulate plans and recommendations.
• Evaluates budgetary actions and decisions in a given fiscal year to determine possible adverse impact on future annual budget requests.
• Assists with the development of the agency's annual State Budget Request (SBR) for submission to the Division of the Budget (DOB) for Capital Funds.
• Assists with coordinating justifications for B-1184 submittal and follow up to secure necessary approvals.
• Participates in facility and worksite visits and audits, which could require travel.
• Performs other duties as assigned.
Preferred Qualifications:
• Knowledge of State capital projects budgetary procedures.
• Knowledge of applicable laws, rules and regulations as they pertain to the use of capital funds.
• Must have strong organizational skills.
• Ability to perform tasks independently without supervision.
• Experience in multi-tasking and prioritizing multiple deadlines.
• Strong written and verbal communication skills.
• Ability to prepare written material in a clear and concise form.
• Experience in meeting multiple deadlines.
• Ability to train and supervise subordinates.
• Ability to read and write in English.
• Demonstrate reliability and trustworthiness.
• Experience working with SFS.
• Efficiency in Microsoft Excel and PowerPoint.
• Experience in design or construction administration related work environment or project management position with the ability to discuss construction projects. programs and procedures with other agencies, contractors and fiscal managers.
• Supervisory experience.
Notes:
Ability to telecommute will be considered after six months in position.
Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
