Duties Description The MAS 3 will be located in the Bureau of Child Health Plus. The incumbent will provide direct management and oversight of the policy and marketing unit, as well as support for integration of policy in the operations unit within the Bureau. The position will review, develop and evolve procedures and guidelines for statewide administration of Child Health Plus Program to ensure adherence to federal and State regulations and requirements. The MAS 3 will provide support to the Bureau Director on short-and long-range project, planning, and reporting requirements for the Child Health Plus Program. The incumbent will manage multiple tiers of staff, assist with recruitment of staff, identify unit objectives and coordinate the resources of the unit in support of these objectives.
Minimum Qualifications Permanent Transfer Candidates: Current New York State Department of Health employee with permanent or contingent permanent status as a Medical Assistance Specialist 3, SG-27; OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible for transfer to Medical Assistance Specialist 3, SG-27, under Section 52.6 or Section 70.1 of the Civil Service Law.
Preferred Qualifications: Preferred candidates will have professional experience in public health insurance programs, including New York’s Medicaid, Child Health Plus or Essential Plan programs and/or Medicare. Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines; and experience using electronic data systems, such as eMedNY and NYSOH Back Office. Supervisory experience is a plus.
