Duties Description The Chief Health Care Manager/Systems Administrator (CHCMSA) will serve as a senior leader within the Bureau of Managed Care Fiscal Oversight, Division of Health Plan Contracting and Oversight (DHPCO) at the New York State Department of Health, directing Medicaid managed care fiscal and program activities affecting nearly 5 million New Yorkers served by 66 managed care organizations statewide. The CHCMSA will ensure compliance with State and federal mandates, drive policy analysis and implementation, and lead collaboration across divisions, agency partners, health plans, and stakeholders to strengthen the Medicaid managed care delivery system.
Duties include, but are not limited to: Leading the development, reporting, and analysis of Medicaid managed care operating reports including the MMCOR, MLR, MCPAR, and NAAAR in compliance with State and federal requirements; Coordinating with OHIP, DOH, partner agencies, health plans, and stakeholders to support data collection, policy analysis, and uniform implementation of Medicaid managed care policy; Managing State and federal audits and developing programmatic and policy responses in collaboration with cross-agency partners; Evaluating the fiscal and policy impact of healthcare legislation and federal initiatives and developing recommendations to support service delivery improvements; Overseeing encounter data analysis, staff development, and division-wide data systems to strengthen program oversight and reporting; Representing the division in public forums, interagency workgroups, and assuming management responsibilities in the absence of higher-level leadership.

Minimum Qualifications Reassignment:
Current Department of Health employee with permanent or contingent-permanent status as a Chief Health Care Management Systems Analyst.

Permanent Transfer Candidates:
NYS employee with one year of permanent or contingent-permanent service in a title at G-27 or above that is eligible for transfer under Section 52.6 of the Civil Service Law.

Preferred Qualifications: Knowledge of Medicaid Program, Managed Care Delivery Models, Public Health Law and Regulation with experience in interpretation of governing laws, regulations, or policy, project management, Microsoft Office Application.

Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
