Duties Description The Project Manager 3 serves as a senior delivery leader within the Technology and Innovation Division, responsible for driving complex, high-impact technology initiatives from inception through closeout. This role operates within a government regulatory environment and is accountable for ensuring that all project delivery aligns with agency strategic goals, NYS policy requirements, and the needs of the populations the agency serves.
Duties include, but are not limited to:
• Leads full project lifecycle delivery for large-scale, multimillion-dollar IT initiatives — including scope, schedule, budget, risk, and change management
• Designs and implements quality metrics to analyze project performance. Compiles detailed project reports and communicates project status to stakeholders
• Maintains risk registers and change logs, and escalates high-impact issues to division leadership with clear context and recommended courses of action
• Ensures compliance with NYS ITS policies, OGS procurement requirements, and applicable data privacy and cybersecurity requirements
• Collaborates with the Business Analysts team to ensure requirements, documentation, and solution validation align to project timelines and business objectives
• Supervises, coaches, and formally evaluates a team of Project Manager 2s, manages team capacity across concurrent projects. Documents and presents resource needs to agency management.
• Designs and implements quality metrics to analyze project performance
• Performs tasks to advance the programmatic goals of the Division, such as analyzing the performance of projects in a project portfolio or inventory
• Owns transition readiness — including cutover planning, hypercare, and operational handoff — to ensure continuity beyond go-live
• Reports project health, risks, and strategic alignment to executive leadership and stakeholders
Minimum Qualifications As this position requires travel, the appointee must have a valid license to operate a motor vehicle in New York State and have a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the position.
52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Project Manager 2, SG 23. If 3 or fewer qualified Department of Labor Project Manager 2, SG 23 respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Project Manager 2, SG 23 without further examination.
70.1 Transfer Qualifications:
One year of permanent or contingent-permanent experience as a Public Buildings Manager 3.
52.6 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 23 or higher determined to be administrative by Civil Service.
Preferred Qualifications
• 4+ years managing large, multi-year IT projects; NYS or government agency experience strongly preferred
• Demonstrated ability to navigate regulatory, procurement, and policy-driven environments
• Experience with Waterfall and Agile/hybrid delivery methodologies
• Proficiency with enterprise PM tools such as MS Project, Smartsheet, Jira, or Salesforce
• PMP or equivalent certification required
Additional Comments Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.
Additional location pay is available for the following counties: Bronx, Kings, Nassau, NYC-Manhattan, Queens, Richmond, Rockland, Suffolk, and Westchester, Dutchess, Orange, and Putnam.
