Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill an Associate Director Training 2, M-2, position in the Center for State and Community Workforce Development & Human Resources, Bureau of Education and Workforce Development (BEWD). BEWD plays a critical role in providing OMH employees with the ability to acquire and enhance their knowledge and skills, thus allowing them to adapt to a rapidly changing and challenging environment.
Under the general direction of the Associate Director Training 4, M-4, the incumbent will serve as an Assistant Bureau Director and will assist the Director in managing administrative workforce training and development initiatives, and develop and maintain relationships with control agencies, OMH facilities, program leads, and educational institutions. The incumbent will provide advice, guidance, and educational institutions development and training at OMH facilities statewide.
In addition, the Assistant Director will oversee OMH use of the Statewide Learning Management System (SLMS), as well as education-related technology implementation and utilization. The incumbent will also manage, coach, and mentor a team of professional, paraprofessional, and support staff. Specific duties to be performed may include, but are not limited to, the following:
Assist the Bureau Director in planning, implementing, and evaluating educational strategies and training initiatives in support of the Office of Mental Health mission and strategic goals.
Collaborate with Office/Center/Division and Bureau Heads and clinical leads to analyze performance issues and identify training and development needs. Make recommendations for training consistent with agency mission and goals and based on knowledge of staff competencies, available training programs and funding.
• Identify current initiatives and best practices.
• Identify and recruit experts to participate in teleconferences, write curricula, or deliver training programs.
Draft policies and procedures for assigned training programs for Bureau Director review.
Maintain communication with stakeholders to ensure that programs meet Agency
requirements. Incorporate useful suggestions into training programs.
Develop collaborative relationships with staff of other State agencies to ensure curriculum developed satisfies competencies for practitioners from all participating agencies. Works with consultants to modify curriculum as necessary, ensuring OMH specifications are maintained.
Continually monitor outcomes and evaluate training programs.
• Develop performance standards for programs and instructors and methods for evaluating results.
• Solicit feedback from OMH trainers, participants, and other stakeholders.
• Analyze responses.
• Provide recommendations to Director for changes to training programs based on such evaluation.
• Implement changes as appropriate.
Draft the Bureau’s training budget request and justification for assigned administrative training programs for the Bureau Director’s review.
Identify and pursue sources of funding for training programs. Examples of sources include OER, DOH/DOL grants, and joint labor/management negotiated funds.
Supervise staff in the administration of workforce training initiatives. Manage the development of metrics to track the effectiveness of training given by Bureau staff.
Supervise and mentor Training Specialists 1 and 2, as well as other subordinate professional and paraprofessional staff.
• Assign and review work. Ensure staff are knowledgeable and up-to- date on training and development policies and procedures.
• Observe and evaluate work performance and prepare performance programs and evaluations.
• Provide on-the-job training and coaching.
• Authorize the appropriate use of time off and review and approve LATS timesheets.
Provide direct support and assistance to the Bureau Director in all areas relating to Bureau management/operations. This includes such things as:
• Collaborating on Bureau budget and spending plan development.
• Standing in for the Bureau Director as necessary or requested.
• Preparing or inputting into various regular and ad hoc policy-level reports/analyses relating to or including discussions of agency training and workforce development.
Minimum Qualifications Transfer Opportunity:
Candidates must be employed by New York State to be eligible to apply for this position. Candidates must have permanent status as a Associate Director Training 2, M-2, and be eligible for lateral transfer; OR be eligible to transfer via Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.

Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of a non-competitive promotion appointment are met. In order to be eligible for a non-competitive promotion examination, candidates must have one year of permanent competitive or 55-b/55-c service as an Associate Director Training 1, M-1.
