Duties Description The incumbent of this position will report to the State Fire Administrator. The incumbent will oversee the Hazardous Materials Branch within the Office of Fire Prevention and Control.

Duties include but are not limited to the following:

•Under the general direction of the Deputy State Fire Administrator, the incumbent will oversee and manage the Hazardous Materials Branch.

•Provides direction and guidance for situations requiring immediate attention in the absence of the Deputy State Fire Administrator and the State Fire Administrator.

•Performs the full range of administrative supervisory responsibilities over Fire Protection Specialists 2 and additional staff as assigned.

•Assigns work, evaluates work performance, counsels' staff, approves time off, trains staff,and interviews and selects staff.

•Performs other duties and special projects as required.

•Supports operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required as assigned.

Minimum Qualifications REASSIGNMENT

Applicants may be appointed to this position if they are a current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent or contingent-permanent service as a Fire Protection Specialist 3 and are interested in reassignment.

52.7 NON-COMPETITIVE PROMOTION

If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the direct promotion field, have one year of permanent competitive or 55-b/55-c service as a Fire Protection Specialist 2 and must not have failed, or failed to take the last holding of the promotion examination for the title listed above.

PROVISIONAL

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position. The minimum qualifications for provisional appointment are:
1 year of permanent competitive or 55-b/55-c service as a Fire Protection Specialist 2.

Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
