Duties Description The DMV's Change Management Office (CMO) is looking for a motivated, people-oriented professional to help our workforce navigate change and serve as a Senior Administrative Analyst or "Organizational Change Analyst." Candidates do not need a background in organizational change management, although it is preferred, because we’ll help you build that knowledge. What matters most is that you’re a strong communicator, a careful analyst, and someone who takes initiative.

DMV is in a constant state of change, and the CMO leads change efforts across the agency. We help our coworkers understand what’s changing, why it matters, and how to succeed in a new environment. Our work spans communications, training, stakeholder engagement, data analysis, and readiness planning. No two days look the same, and our analysts play a hands-on role across it all.

The Change Analyst supports the DMV Change Management Office by assisting with the planning, analysis, and delivery of organizational change activities associated with agency initiatives. This is a developmental role for professionals early in their change management career who demonstrate strong analytical, communication, and collaboration skills and who are eager to build formal expertise in organizational change management practices.

This role provides structured exposure to organizational change management practices, mentoring by experienced change professionals, and opportunities to participate in agency-wide initiatives. Analysts are expected to grow proficiency over time and may pursue formal training or certification with support from the CMO.

Duties include but are not limited to:

• Assist with change impact and readiness assessments using established templates and methods
• Document and summarize assessment findings for review by senior CMO staff
• Maintain change management artifacts including impact logs, stakeholder lists, and readiness trackers
• Gather feedback from stakeholders to identify questions, concerns, and adoption challenges
• Support engagement activities including workshops, surveys, and focus groups
• Escalate resistance themes, risks, and adoption trends to CMO leadership
• Participate in monthly Change Ambassador Network meetings and support ambassador activities
• Draft and update change-related communications using approved messaging and tools
• Develop supporting materials, including presentations, job aids, FAQs, posters, and other materials, to help staff understand and adopt changes
• Tailor materials to specific audiences and platforms as directed
• Assist with logistics, scheduling, and coordination of change activity sessions
• Track training completion and summarize participant feedback and engagement metrics
• Collect and analyze data related to change adoption and organizational readiness
• Support reporting on change effectiveness using defined metrics and feedback tools
• Identify trends and improvement opportunities and present findings to CMO leadership
• Travel as required
• Perform other duties as assigned

Preferred Qualifications:
• Highly self-motivated.
• Familiarity with Microsoft 365 tools (Excel, Word, Teams, SharePoint)
• Able to solve problems or find out-of-the-box ways to achieve goals.
• A great communicator-both written and oral.
• Detail-oriented and accurate in analysis.
• An interest or acuity in multi-media content development
• Ability to draft clear, visually compelling content using standard templates

Minimum Qualifications To be eligible for the "Organizational Change Analyst" position you must meet one of the following conditions as detailed below:

NY HELPS*: To be eligible for NY HELPS appointment, candidates must have:

Senior Administrative Analyst, G-18: Six years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy.

Administrative Analyst Trainee 2, G-NS (Equated to G-16): Five years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy.

Administrative Analyst Trainee 1, G-NS (Equated to G-14): Four years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy.

Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Advanced NY HELPS placement for this title may be possible with proof of professional experience relating to the title being posted and can be discussed at time of interview.

Transfer:
One year of permanent, contingent-permanent, or 55b/c service allocated to a G-11 or higher eligible for transfer under Section 52.6 or Section 70.1 of Civil Service Law or currently serving in the title and eligible for reassignment.

Civil Service List Appointment:
Eligible for appointment from the Professional Career Opportunities (PCO) or Public Administration Traineeship Transition Program (PATT) examination eligible lists.

Reinstatement:
If you previously served in this title or in a title otherwise transferable to this title, you may be considered for reinstatement pursuant to Civil Service Law, if it is in the best interest of the agency. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission. All reinstatements must serve a mandatory 52-week probation period.

55b/c Appointment:
This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must meet the minimum qualifications stated above and must submit their current 55b/c eligibility letter along with their application.

*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
