Duties Description Under the direction of the Assistant Director of Financial Administration 3, the Contact Management Specialist 2 will be responsible for overseeing procurements and contracts for the OCFS Division of Juvenile Justice and Opportunities for Youth (DJJOY). The CMS 2 will be responsible for meeting with various offices throughout the Division to learn about the need for procurements and contracts to achieve the Division’s strategic goals.
Responsibilities include but are not limited to the following:
• Collaborate with internal stakeholders on procurements, purchasing, contract development and accounts payable actions.
• Assist with drafting and evaluating new procurements.
• Initiate purchase orders to facilitate payment of invoices to vendors.
• Review and approve invoices submitted by vendors.
• Coordination of the contract approval process by working with State control agencies.
• Compile data and prepare reports and recommendations.
• Develop and implement record-keeping systems and controls.
• Collaborate with other internal agency units on increasing DJJOY operational efficiency.
• Review and analyze State guidelines related to payment processing and contribute to policy recommendations to ensure consistency.
• Utilize the SFS to review and manage timely approvals of contract-related agency purchase orders, invoices, and vouchers.
• Monitor Accounts Payable related queries and reports data to disseminate via Excel reports, as necessary.
• Communicate with the SFS and BSC staff when issues and discrepancies arise.
Periodic travel may be required to the division’s facilities across the state, to attend training, or to other locations as necessary. May perform supervisory duties.
Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 or 52.6 transfer.
This position may be designated 55 b/c and is subject to verification of applicant eligibility.

Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
