Duties Description Duties include but are not limited to:
• Conducts and coordinates procurement activities for OGS and certain hosted agencies.
• Provides grant administration services to various hosted agencies ranging from full administration to SFS entry only for others.
• Manages the contract life cycle including solicitation development, solicitation administration, evaluation and award, execution and approval, and contract administration.
• Assists in the B-1184 process.
• Assists with ensuring invoices are routed to the correct program for review and payment.
• Coordinates technical assistance for procurement and contract administration.
• Reviews and approves all OGS general purchase orders in SFS.
• Identifies training opportunities for Unit staff; coordinate training programs/plans for Unit staff in collaboration with the Workforce Development Office.
• Provides exceptional customer service to internal and external constituents and collaborates with other Financial Administration directors to develop and implement innovative business solutions.
• Implements enterprise-wide initiatives, develop policies and procedures and serve as the initial point of escalation for critical issues.
• Provide directions to support staff as necessary.
• Perform other duties and special projects as required.
Below is a summary of activities of those programs within the Director’s portfolio:
• APO conducts and coordinates procurement activities for OGS and certain hosted agencies.
• The APO team handles on average between 100 and 120 active procurements at any given time and is currently managing over 300 contracts totaling $2.9 billion.
• Additionally, APO provides grant administration services to the following hosted agencies: Board of Elections, Division of Veteran Services, Office of Cannabis Management, Indigent Legal Services and Hudson River Valley Greenway. The scope of these services varies greatly depending on the hosted agency and range from full administration of grants to SFS entry only for others.
• APO awarded 210 Grants contracts in FY 2026 totaling $15.6 million in grant funding.
Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 27 or M-2 or above and eligible for transfer under Section 52.6 of the Civil Service Law.
