Duties Description
The Director, Internal Audit & Quality Control will serve as the Director of the Internal Audit Bureau and report to the Director of Internal Audit and Investigations. Responsibilities include, but are not limited to:

• Managing the New York State Department of Transportation’s (NYSDOT) internal audit program including audits of agency operations, processes, activities, and systems.

• Coordinating external audits and reviews of NYSDOT conducted by other groups such as the Office of the State Comptroller, the U.S Department of Transportation, and the U.S. Government Accountability Office.

• Communicating external audit progress and risks to management and facilitating NYSDOT’s responses to audit report findings and recommendations.

• Developing and implementing NYSDOT’s annual Internal Audit Plan.

• Effectively communicating internal audit results to executive management.

• Developing and maintaining productive relationships with internal and external stakeholders.

• Collaborating with NYSDOT managers to proactively identify and address risks that might impact the effective and efficient management of their operations and resources.

• Evaluating risks related to the achievement of NYSDOT’s strategic objectives.

• Supervising and managing audit staff, including providing ongoing professional development.

• Managing the efficient use of resources to ensure goals and objectives are achieved.

• Other duties as assigned.


Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

If there are three or fewer qualified candidates interested in the appointment to this position, a permanent appointment may be made pursuant to Section 52.7 of the Civil Service Law. To be eligible, candidates must be an employee of the Department of Transportation and have one year of permanent competitive services as an Auditor 3, SG-27 or an Internal Auditor 3, SG-27.

A provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list to be considered for permanent appointment to this position.

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
