Duties Description Under the direction of the Chief Information Officer (CIO), the incumbent will interpret and analyze complex datasets to provide insights and support data-driven decision making for the CIO and other Information Technology (IT) Leadership. This role will work alongside other IT administration, Finance, Human Resources, and technical and leadership staff to gather and transform data, conduct statistical analyses, and create visualizations and reports that will contribute to identifying trends, patterns, and opportunities that drive improvement initiatives. Duties include but are not limited to:
• Interpret results using a variety of techniques, ranging from simple data aggregation to more complex statistical analysis.
• Complete the gathering and cleaning processes for data from various sources, ensuring data integrity and quality.
• Use statistical methods and techniques to identify patterns, trends, correlations, and anomalies, and extract meaningful insights.
• Develop and maintain dashboards, reports, and visualizations to communicate data findings effectively.
• Identify KPIs and develop metrics to track and measure business performance.
• Collaborate with data engineers and IT professionals to optimize data collection, storage, and retrieval processes.
• Monitor data quality to identify data issues and propose data cleansing or enhancement solutions.
• Stay up to date with industry trends and best practices in data analysis, visualization, and reporting.
• Perform other duties as assigned

Minimum Qualifications Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Transfers:
For 52.6, 70.1 and 70.4 transfer to an Information Technology Specialist 3, salary grade (SG)-23, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two Salary grades or one M-grade.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective June 12, 2025 or later will be addressed with a subsequent cover-in.

Non-Competitive Qualifications for appointment under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) program:
Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.

OR

A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or a bachelor's or higher-level degree in any field and three years of experience; or an associate degree with 15 semester credit hours in a computer science field and four years of experience.
Preferred Qualifications
• At least three years of experience as a data analyst, data scientist, BI analyst, or related Profession.
• Proven project experience with programming languages such as SQL, Python, and R for data manipulation and analysis.
• Proven experience with data analysis and visualization tools such as Power BI and Excel.
• Expert knowledge of statistical analysis techniques and concepts for both descriptive and inferential statistics.
• Knowledge of data visualization best practices to effectively communicate insight.
• Strong analytical and problem-solving skills to interpret complex datasets and generate meaningful insights.
• Familiarity with data modeling and data warehousing concepts.
• Ability to work with large datasets through data cleaning, preprocessing, and transformation techniques.
• Excellent communication skills to convey complex data findings to both technical and business Executives.
• Attention to detail and ability to maintain data accuracy and integrity.
• Experience with data automation and AI tools a plus.
