Duties Description Reporting to the Assistant Regional Director (ARD) of the Taconic Region, the Administrative Officer 1 (AO 1) job duties include but are not limited to the following:
Oversight and Supervision of Finance Office and Administrative Specialist 1
• Accounts Payable
• Concessions and regional permits
• Travel
• Revenue and Attendance
• Utilities (including solar contracts and refuse contracts)
• Sustainability
• NHT and other funding sources
• NPS Budget tracking and monitoring ($3.3 million)
Oversight and Supervision of Purchasing Office and Contract Management Specialist 1
• RFP’s and RFQ’s
• Purchase orders
• Purchasing requirements $10,000 and over
• Receiving reports
• NYS Contracts, preferred source and open market purchasing
Oversight and Supervision of Human Resource Office Administrative Assistant 1 and Parks & Recreation Aide 7
• Seasonal Hiring
• LATs
• Workers’ compensation
• Regional mandated training
• Benefits (i.e. Health Insurance, Flex Spending, Tuition reimbursement, Deferred Compensation, etc.)
• Retirement
• Permanent appointment packets
• Permanent orientations
• T&S Budget tracking and monitoring ($52. Million)
Other

Minimum Qualifications If Civil Service Eligible list(s) exist, they will be canvassed. You may also apply if you are eligible for appointment by one of the following qualifications:
Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as an Administrative Officer 1; if you have less than one year, you must be reachable on the current Administrative Officer 1 eligible list for this location, if one exists.
52.6 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Grade 21 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of permanent competitive or 55-b/55-c service as a Human Resources Specialist 1, Training Specialist 1, Administrative Specialist 1, Senior Administrative Analyst, Contract Management Specialist 1, or Senior Budgeting Analyst.
Only the titles listed are eligible. If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
Provisional Qualifications:
In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the following minimum qualifications:
You must have at least one year of permanent competitive or 55-b/55-c service as a Human Resources Specialist 1, Training Specialist 1, Administrative Specialist 1, Senior Administrative Analyst, Contract Management Specialist 1, or Senior Budgeting Analyst. Only the titles listed are eligible.
The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.
Additional Comments Operational Needs:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
