Duties Description Under the direction of the Infrastructure & Operations Manager (Manager Info Tech Services 2), SG-29, the Manager Information Technology Services 1, SG-27, will oversees the day-to-day operations of the team responsible for the design, implementation, maintenance, and security of the agency’s network infrastructure. This role ensures reliable connectivity, optimal performance, and compliance with state cybersecurity standards. The position involves managing current Cisco and Palo Alto network equipment, overseeing a Cisco VoIP phone system, and leading a team of network professionals. The manager plans network infrastructure upgrades, maintains hardware lifecycle, oversees procurements, and continually evaluates new technologies for network optimization, resiliency, and cost savings. The manager is expected to rationalize solutions and lead/support implementation of new products, platforms and architecture as required.

Duties:
• Design, configure, and maintain LAN/WAN infrastructure using Cisco and Palo Alto technologies.
• Manage Cisco VoIP and/or cloud-based phone and contact center systems, including call routing and troubleshooting.
• Monitor network performance and availability; implement capacity planning and optimization strategies.
• Configure and maintain Palo Alto firewalls and enforce network security policies.
• Maintain network device secure baselines, configurations, and auditing checks per established SOPs.
• Ensure compliance with New York State cybersecurity standards.
• Supervise network engineers, technicians, and consultants; provide guidance and training.
• Ensure delegation and high-quality completion of service requests and project tasks.
• Coordinate with vendors for hardware/software procurement and support.
• Work with service providers to ensure high speed and reliable connectivity at all sites.
• Lead network-related projects, including upgrades and migrations.
• Respond to network outages and security incidents; perform root cause analysis and corrective actions.
• Maintain accurate documentation of network architecture, configurations, and procedures.
• Other duties as assigned.

Additional position information:
• While this position is located in Latham, the manager is responsible for multiple data centers and network equipment at every branch office across the state and some travel will be required.
• This is an essential position and will be expected to be responsive during emergencies, after-hours and other situations as needed.

Minimum Qualifications Reachable on the current eligible list for this title OR one year of permanent competitive service as MITS 1, SG-27 OR in a position at the SG-25 level or above deemed administrative under Section 52.6 of the Civil Service Law or in a title designated appropriate for Section 70.1 transfer of the Civil Service Law.

PREFERRED QUALIFICATIONS:
• Minimum 5 years of hands-on experience with Cisco networking (routers, switches, access control, VoIP systems).
• Minimum 3 years of experience with Palo Alto firewall administration and network security.
• Experience managing enterprise-level networks in a government or regulated environment.
• Strong knowledge of TCP/IP, routing protocols (OSPF, BGP), VLANs, QoS.
• Experience with SD-WAN and SASE solutions.
• Strong understanding of wireless implementations and concepts (802.11x, mesh networks, WPA2/3, LTE).
• Familiarity with network monitoring tools and VoIP troubleshooting.
• Experience using Syslog and other SIEM tools for network traffic and device log review.
• Leadership and team management.
• Strong communication and project management skills.
• Relevant Certifications:
o Cisco Certified Network Professional (CCNP) or higher.
o Palo Alto Networks Certified Network Security Engineer (PCNSE).
• Experience with network automation tools and scripting.
• Experience with VoIP, UCaaS/CCaaS, SIP troubleshooting, site survivability, E911 services.
• Knowledge of state or federal IT compliance frameworks.
• Familiarity with cloud networking and hybrid environments.
