Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for a Professional Engineer 2 (Mechanical) position in the Office of Facilities Planning. This Office is primarily responsible for code enforcement, life safety, fire safety and health in all public K-12 schools and BOCES in the State, exclusive of New York City. The incumbent of this position will be responsible for leading the engineering team on the review and approval of construction documents for capital construction undertaken by public school districts and BOCES that require the approval of the Commissioner of Education. Duties of this position include, but are not limited to, the following:
• Supervise and manage subordinate engineering staff and workload;
• Review construction documents (drawings, specifications, and other supporting documentation) for conformance with applicable codes, rules, regulations, and standards;
• Review changes submitted for previously approved projects for conformance with applicable codes, rules, regulations, and standards;
• Provide technical assistance to school districts, architects, and engineers working on public school projects;
• Respond to correspondence from a wide range of individuals including parents, citizens, school administrators, consultants, and legislators;
• Perform research, as necessary, to resolve code related issues;
• Perform research and collaborate with other State agencies as needed to create guidance as new laws and regulations are enacted;
• Make field visits and inspections, as required, to investigate code compliance, complaints, or emergency conditions, and provide on-site technical advice;
• Conduct presentations to constituent groups to promote the Department’s programs and policies;
• Develop and maintain expertise in K-12 school facility design, construction, and operational issues; and
• Perform special assignments as required such as updating existing guidance and policy documents, reviewing and drafting responses for legislative initiatives, and drafting newsletter articles for the field.
Minimum Qualifications Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Professional Engineer 2 (Mechanical) AND possess a New York State Professional Engineer’s license and current registration.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Professional Engineer 2 (Mechanical) AND possess a New York State Professional Engineer’s license and current registration. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-25 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. Candidates must also possess a New York State Professional Engineer’s license and current registration to qualify for transfer.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee and have a New York State Professional Engineer’s license and current registration AND one year of permanent competitive or 55b/c service as a Professional Engineer 1 (Mechanical). Provisional candidates must take the examination for Professional Engineer 2 (Mechanical) when it is next offered and must be reachable on the resulting eligible list to maintain employment.
It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.
Additional Comments This will be a contingent permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Professional Engineer 2 (Mechanical) when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of New York State Professional Engineer’s license and current registration will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 5% in-state/Statewide travel.
This position leads to a maximum salary of $131,665 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
