Duties Description The New York State Education Department’s (NYSED) Office of the Chief Financial Officer is seeking candidates for an Education Finance Specialist 3 position in the Office of State Aid. Duties of this position include, but are not limited to, the following:

• Supervise staff in processing and paying State Aid claims, including calculations, system instructions, and reporting.
• Analyze legislation and support the implementation of payment-related changes.
• Monitor SFS budgets and coordinate with DOB to obtain approvals for GSPS and other programs.
• Oversee accounting systems and prepare appropriation and cash flow reports, including GSPS sub-allocations and transfers.
• Prepare and support statutory reports, including local assistance tables for DOB and the Legislature.
• Manage key payment processes, including Charter School Intercept and overpayment recovery and analysis.
• Liaise with state agencies (OSC, TRS, Tax & Finance, and DOH) to obtain payment data and certifications.
• Advise school districts and BOCES and oversee responses to payment-related inquiries.
• Supervise preparation of certifications and plans, including Building Aid certifications and PYA submissions.
• Lead staff training and contribute to the SAMS redesign for State Aid payment and accounting systems.

Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Finance Specialist 3.

Eligible List Appointment: Candidates must be reachable on the Education Finance Specialist 3 eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-23 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-23 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have one year of service as an Education Finance Specialist 2 or two years of service as an Education Finance Specialist 1. Provisional candidates must take the examination for Education Finance Specialist 3 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent, competitive appointment. This may be a temporary provisional appointment. Provisional candidates must take the examination for this title when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

Current starting salaries:

• $96,336 (Full Performance level SG-25)

This position leads to a maximum salary of $121,413 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
