Duties Description This Temporary Assistance (TA) Specialist 2 G-23 position is located within the Systems Innovation and Development (SID) Bureau in the Division of Employment and Income Support Programs (EISP). This position will be supervised by a Temporary Assistance Specialist 3.
Duties of the position include, but are not limited to, the following:
• Serve as a supervisor in the Albany SID Bureau. The incumbent will be responsible for the supervision of up to four SG-18 TA Specialist 1 positions;

• Provide assignment instruction, guidance, clarification and review of work products developed by TA Specialist 1s and provide and or identify training to assist staff to increase knowledge and skills needed to perform tasks related to Integrated Eligibility System (IES);


• Supervise the documenting of business requirements, development of system specifications and testing to meet the changing systems and operational needs of social service districts (districts) by establishing and maintaining good working relationships with districts, OTDA and Information Technology Services (ITS) staff and other stakeholders. The candidate must demonstrate knowledge of current legacy and open systems and complete assignments in a timely and accurate manner;

• Communicate daily with supervisor on deliverable status including flagging risks or obstacles as they arise and helps to provide solutions;

• Facilitate and coordinate meetings to determine initial and ongoing system changes necessary to accommodate legislative requirements and/or litigation requirements. This requires a demonstrable understanding of current policy and systems requirements and the ability to apply that knowledge to recommend design changes to keep the IES current throughout the development process and ongoing maintenance/operation;

• Lead the team and supervise the development of and/or prepare system specifications, develop use cases, develop user test plans and supervise the completion of testing of new software or enhancements and develop instructions for using new or enhanced software;

• Assist in the review of IES related documents, including scopes of work and other documents, such as policy directives and manuals;

• Work at increasing knowledge and understanding of systems, policy and operational requirements and provide training/mentoring for other users in IES systems, policy and operational requirements;

• Supervise the maintenance of all system specifications and other documents to keep documentation current with changes to IES during development, roll-out and after release

• Demonstrate the ability to multi-task and work on different projects as needed while supporting the team;

• Be responsible for the unit’s time and attendance, approval of timecards, timely completion of performance evaluations, completion of telecommuting reports when required and planning unit coverage;

• Coordinate communication with ITS and business analyst staff and other stakeholders to ensure optimum results;

• Participate in training programs as requested by supervisor to increase knowledge and skills needed to perform tasks related to SID/IES;

• Attend and participate in meetings with stakeholders to discuss system development, identify issues which may impact development or program performance, identify potential changes and enhancements or other events to represent the Division. This includes providing timely feedback to supervisor; and

• Oversee the completion of special projects, as assigned.

Additional Comments Conditions of Employment:
A full-time permanent or contingent permanent appointment will be made. This position may require up to 30% travel. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
