Duties Description This position will require the successful candidate to oversee the Nursing Home Safety and Evaluation Program within the Office of Aging and Long-Term Care. The incumbent will be responsible for overseeing the various fiscal, personnel, policy and procedure, communication systems and administrative functions associated with the Safe Staffing regulations for Article 28 residential health care facilities in accordance with law and regulations. Specifically, the incumbent will oversee a team of approximately 20 staff, and provide leadership and program oversight of such staff responsible for assessing compliance and penalties related to the minimum nurse staffing and minimum direct care spending requirements for Article 28 nursing homes. The incumbent will also establish program priorities and ensure that program policies and Internal Controls are sustained, reviewed and revised as applicable. Additional duties include overseeing the preparation of weekly production status tracking to ensure a readily available current summary of progress, quarterly compliance and penalty reduction statistics, making well-informed legally sound program policy decisions that align with the Department’s mission and priorities, consulting with agency counsel and other stakeholders as appropriate, and overseeing various data analyses to inform program decisions and problem resolution. Strong communication, organizational and analytic skills are required.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator 3, SG-27, and eligible to transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law OR Current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title SG-25 or higher and eligible to transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law OR reachable on the Civil Service list for this title.

Preferred Qualifications: The preferred candidate will have at least 3 years' experience overseeing a high profile, multi-pronged program with multiple staff reports, as well as familiarity with the Centers for Medicare and Medicaid Services Payroll Based Journal (PBJ) Nurse Staffing and Non-Nurse Staffing datasets; a proven track record of managing a program with audit and quality control processes; proficiency with report generation intended for agency executives and interested internal and external stakeholders; and an ability to compile, analyze, and summarize information from multiple data sources under strict deadlines and with excellent writing skills.
