Duties Description Duties include, but are not limited to, the following:
• Inspect and supervise building construction on state building projects to ensure contractor’s adherence to plans, specifications, and generally accepted construction standards.
• May supervise the work of other inspectors and consultants.
• Perform other duties as assigned.
Operational Needs:
• Travel may be required (approximately 50%).
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the job.

*There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.
• This position does not offer telecommuting
• You may be reassigned on a temporary or permanent basis to any project in the state regardless of location
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Required experience: Five years of experience** assisting in the management of multi-trade construction projects from inception to completion to include cost estimating, construction planning and scheduling; contract document reading and interpretation, including agreement and conditions, plans and specifications; and construction inspection to ensure compliance with building codes for construction projects.
**Applicant with a degree in a related field may substitute for experience as follows:
• Associate degree: two years of required experience
• Bachelor’s degree: four years of required experience
• Master’s degree: five years of required experience
• Doctorate degree: six years of required experience.

NY HELPS Promotion Qualifications: One year or more of qualifying service as an Assistant Superintendent of Construction.
OR
52.7 Non-Competitive Promotion:
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. Candidates interested in an NCP must meet the following qualifications: Current NYS Office of General Services employee with one year or more of qualifying permanent service as an Assistant Superintendent of Construction and must not have failed the two most recent exams.
Applicants may be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service as a Senior Superintendent of Construction and eligible for transfer under Section 70.1 of the Civil Service Law.
NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
