Duties Description Working for the Bureau of Maintenance & Technical Services, duties include but are not limited to:
• Initiate and manage the planning and development of procurement documents and contracts, and/or coordinate activities associated with implementing a procurement contract.
• Prepare various procurement documents such as requests for proposals (RFPs), requests for information (RFIs), invitations for bids (IFBs) and administer solicitation and evaluation processes.
• Respond to questions, as required, from various DEC Programs as well the Office of the Attorney General, the Office of the State Comptroller, contractors and vendors.
• Communicate with vendors, contractors, subcontractors, and DEC Programs regarding solicitation/award documents, vendor responsibility requirements, informational needs, and status updates.
• Review, monitor, and track assigned workload by using internal databases, and project management tools.
• Review reports, drawings, specifications, and cost estimates prepared by design consultants.
• Actively manage the schedule of assigned projects according to workload, priorities, design schedules, change orders, and contractor payment applications.
• Perform professional engineering duties including designing infrastructure, water/wastewater treatment systems, distribution systems, retaining walls, roads/trails, etc.
• Prepare reports relating to engineering designs, including recommendations for changes in design, construction or operational procedures and practices.
• Prepare engineering drawings and details, specifications, estimates, and/or studies for design projects. Coordinate design drawings and related specifications, construction costs estimates, etc., with the other technical disciplines.
Minimum Qualifications Minimum qualifications for provisional appointment: You must be a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service as a Professional Engineer 1 (Civil) and a New York State Professional Engineer's License with current registration.
Reassignment: Currently in the title and an employee of DEC.
Reinstatement Eligible: Previously held the title on a permanent competitive basis.
Transfer Eligible: one year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.
Additional Comments *The starting salary for this position is $113,898. This amount is comprised of the base salary of $106,898 with an additional geographic pay differential of $7,000, specific to this title and location.
The job rate for this position is $138,665. This amount is comprised of the base salary of $131,665 with an additional geographic pay differential of $7,000, specific to this title and location.
Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Overnight travel may be required.
Telecommuting may be available up to 50% of work schedule, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
