Duties Description The Health Program Administrator 1 (HPA 1) will perform the initial review of more complicated Certificate of Need (CON) applications and transfer notices to ensure completeness. The incumbent will communicate with applicants regarding deficient submissions, and ensure applications are assigned to the appropriate review units. The incumbent will assist applicants, and potential applicants with submission and processing of applications and/or operating certificate questions through bureau electronic mailboxes and phone calls. Monitor application and notice review progress and follow up with applicants and review units as needed. Provide information and assistance to Center staff regarding specific CON projects. Create applicant correspondence at designated intervals in the review and recommendation process. Prepare draft exhibits for the Public Health and Health Planning Council (PHHPC) meetings.
The incumbent will receive and proof HFIS (Health Facility Information System) Transaction Forms and supporting documentation from Regional Offices. Perform data entry in HFIS to create or change information about the Operating Certificate, legal entity, or facility. Participate in HFIS software application revision projects if applicable. The incumbent will also assist in Special Projects and other assignments as assigned, such as, one-off projects for other agencies including the Governor’s Office, extractions and spreadsheet creation, and creation of monthly, quarterly, and annual reports for various reporting requirements, including PHHPC, to be published on a public website.
The incumbent may also supervise professional and support staff. Provide guidance and correction. Assist staff in handling questions related to the CON application process.
Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one or more years of permanent or contingent-permanent competitive service in a salary grade at or above G21 and eligible for transfer via Section 52.6 or Section 70.1 of the NYS Civil Service Law.
Preferred Qualifications: Experience with Certificate of Need (CON), the New York State Electronic Certificate of Need (NYSE-CON) system or the Health Facility Information System (HFIS), as well as a familiarity with hospital, nursing home, home health care, and/or hospice operational laws or regulations. Supervisory experience. Excellent professional writing and communication skills.
