Duties Description Reporting to the Nursing Home Rate Audit Director, duties include but not limited to:
• Oversee conducting rate audits of Mainstream plans and MLTC plans and nursing homes.
• Establish priorities among pending cases and evaluate personnel resource requirements.
• Work with the managers to overseeing the planning, development, implementation and follow-up of audits and/or reviews.
• Provide functional and administrative supervision and direction to audit staff and ensure adherence to policies and procedures.
• Review audit reports and work papers for adherence to OMIG/Division standards, completeness, consistency, and accuracy.
• Disseminate and assure uniform application of policies and provide expertise and direction to audits.
• Offer technical advice to Office of Counsel throughout the litigation process including testifying if necessary.
• Represent the OMIG in meetings and discussions with government agencies, providers, health care associations, and other stakeholders.
• Provide supervision and mentor direct staff.
Minimum Qualifications Current NYS employee with one year of qualifying permanent service as an Auditor 3 (Medicaid), Medicaid Integrity Specialist 3 or Medicaid Integrity Specialist 3 (Financial Analysis) and eligible to transfer* under Section 70.1 of the Civil Service Law.
*Must possess 24 semester credit hours in accounting, auditing, or taxation courses. Courses such as business law, economics, statistics, and most finance courses, although completed as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.
Preferred Qualifications: Excellent written communication (both verbal and written), analytical, interpersonal and supervisory skills; knowledge/experience with computers, particularly for audit activities. Specific experience and knowledge in rate audits.
Provisional Minimum Qualifications:
Candidates who meet the following promotion qualifications may be eligible for a provisional appointment. Candidates must have one year of permanent competitive or 55-b/55-c service in a title allocated to an Auditor 3 Medicaid, SG-27 title.
If you are appointed provisionally, you must take the examination for this title, and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you will be unable to continue your provisional status in this title.
