Duties Description The incumbent will oversee the management of complex (multi-jurisdictional, highly visible or controversial) environmental permit reviews; supervise and assist staff responsible for environmental permit reviews for all Uniform Procedures Act permit application types; assist in the preparation of environmental impact statements and determinations under the State Environmental Quality Review Act (SEQR); manage workload and coordinate the training of staff in the performance of their assigned duties; develop internal and external training materials and resources to streamline and increase the efficiency of permitting; coordinate with DEC programs and other state and federal agencies and on permit related matters; provide information on regulatory authority to the public, legislative offices, and other governmental agencies; prepare and present testimony at public hearings and issue permits for the construction or operation of facilities; propose and/or evaluate environmental policy, regulations and legislation; ensure compliance with the statutory requirements of UPA, SEQR, Coastal Management Act, State Historic Preservation Act, Waterfront Revitalization Act, Climate Leadership and Community Preservation Act, and Environmental Justice Siting Law; maintain regional database systems used for permit and record management; and increase Region 2 SEQR coordination with NYC and other lead agencies.
Minimum Qualifications For Provisional Appointment:
One year of permanent competitive or 55-b/55-c service as an Environmental Analyst 2.
For Permanent Appointment:
Reassignment - Currently in the title and an employee of DEC
Or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
Or
Eligible for Transfer Under Section 70.1 - One year of permanent competitive service as an Environmental Program Specialist 3.
Or
Eligible for Transfer Under Section 52.6 – Must have current or prior status in a title designated as 52.6 and within two salary grades of the position.
For Non-Competitive Promotion:
If there are no more than three individuals interested from among those in the departmental promotion field, it may be possible to make a permanent appointment via non-competitive promotion. To be eligible for non-competitive promotion, candidates must be actively employed by or on leave from the Department of Environmental Conservation and have one year of permanent competitive or 55-b/55-c service as an Environmental Analyst 2.
Preferred Qualifications:
Demonstrated proficiency in GIS. Data/statistics background.
Additional Comments Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Telecommuting may be available up to 50% of work schedule, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
