Duties Description Under the direction of the Deputy Commissioner for Technology within the ITS - OCFS Dedicated Support team, the Assistant Director Information Technology Services 1, M-4, will direct the teams and portfolio of applications that cover the Office of Children and Family Services child welfare and related systems. In this role, the incumbent will work with leaders at the Office of Children and Family Services to plan, design, and develop those products that serve the Division of Child Welfare and Community Service.

Specific duties will include, but are not limited to the following:

- Lead and manage the architecture, UX/UI design, development, and strategy for the CONNECTIONS system, New York's Child Welfare Information System.

- Direct and plan the efforts to modernize the CONNECTIONS system from its legacy client/server platform into modern solutions. Gather requirements, define project scope, and lead budgeting efforts.

- Collaborate with leadership at OCFS to prioritize and plan future systems and enhancements to existing systems.

- Assist OCFS with the strategic planning of technology needs as it relates to modernization, new legislation, and policy changes.

- Direct several application development teams who maintain and enhance 20 unique .Net, BizTalk, and MS Dynamics systems that support OCFS CWCS, Bureau of Legal Affairs, and the State Central Register for Child Abuse and Maltreatment.

- Collaborate with vendor partners to integrate 3rd party systems with in-house applications.

- Participate in the development of Requests for Proposals and participate in RFP response reviews.

- Provide direction for modernization efforts of legacy COBOL batch processes into modern methods and programs.

- Direct the team's efforts to prioritize and schedule work through the development lifecycle.

- Provide leadership over in-house Product Test and Database Development teams.

- Work with cross functional teams at ITS to utilize shared services in support of OCFS technology needs.

- Perform the full range of supervisory duties, as applicable.

Minimum Qualifications Eligible for a lateral transfer or for transfer under Section 52.6 of the Civil Service Law by having one year of permanent competitive service in an appropriate title. Preferred Qualifications:
- 5+ years of experience within UI/UX- User Interface/Experience Design.
- 5+ years of experience within Request for Proposals (RFP) development.
- 5+ years of experience implementing/managing systems that interface with other systems.
- 5+ years of experience of supervision experience.
- 5+ years of experience of project budgeting: Develop cost estimates, develop and refine and project budgets.
- 5+ years of experience of project time management: Define activities, sequence activities, estimate task resources and duration and develop project schedule.
