Duties Description The Contract Management Specialist 2 duties in Office of Planning, Development and Community Infrastructure will include but are not limited to the following:
• Oversee the development, review and approval of RFA, RFP and other contract related documents to ensure fiscal and programmatic correctness and adherence to Department and Sate requirements.
• Manage the entire procurement and contracting process, ensuring timeliness, accuracy and efficiency in the process.
• Manage complex procurements, contracts and MOUs, and those involving complicated interagency relationships.
• Manage processes related to procurement of vendors and grant applications.
• Monitor and follow up on individual procurements and contracts throughout the approval process.
• Oversee and monitor voucher review and payment process for OPDCI contracts.
• Develop and/or review financial documents and reports related to contracts and programs administered by OPDCI.
• Implements the MWBE and SDVOB programs for OPDCI.
• Work with project managers to review follow up on outstanding documents, information and/or issues, including those arising from high profile communities and/or projects.
• Provide technical assistance to project managers, grantees and vendors.
• Develop and oversee the completion of special projects and assignments given to subordinate staff.
• Supervise Contract Management Specialist 1 positions.
• Perform various projects and other administrative activities as assigned.

Minimum Qualifications MINIMUM QUALIFICATIONS:

COMPETITIVE MINIMUM QUALIFICATIONS:

CIVIL SERVICE LIST APPOINTMENT: Candidates must be reachable on the appropriate Civil Service eligible list.

TRANSFER QUALIFICATIONS: One year of permanent, contingent permanent, or 55-B/C service in a title SG-21 or higher and otherwise eligible for transfer under Civil Service Law.

PROVISIONAL QUALIFICATIONS: Based on the results of the canvass of the current eligible list for the Contract Management Specialist 2 the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Contract Management Specialist 2 exam and be reachable for appointment from the newly established eligible list.

The minimum qualifications for Provisional appointment are:

One year of permanent, contingent permanent, or 55 B/C service as a
Either A. Contract Management Specialist 1, Contract Management Specialist Trainee 2, Contract Management Specialist Trainee 1, Business Officer 1, Business Officer Trainee 2, Business Officer Trainee 1, DHSES Program Administrator 1, Parks Regional Grants Administrator or Purchasing Agent;
Or B. Head Account Clerk, Senior Budgeting Analyst, Budgeting Analyst Trainee 2 or Budgeting Analyst Trainee 1.

52.7 NON-COMPETITIVE PROMOTION (NCP): In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications. To qualify, you must be a current Department of State employee and have one year of permanent, contingent permanent, or 55 B/C service as a Contract Management 1.

Note: Non-Competitive refers to not competing in an examination; the appointment will be competitive.

• Two years of experience working with the preparation, review and/or monitoring of contracts
