Duties Description The position is located in the Bureau of Program Implementation and Enrollment within the Division of Health Plan Contracting and Oversight. The incumbent will supervise the Medicaid Managed Care Systems Analysis and Reporting and Systems Operations units and assist higher-level management with oversight of unit operations related to Medicaid Managed Care enrollment and eligibility activities. Staff within these units act as liaisons with Local Departments of Social Services, Medicaid Managed Care Plans, the New York State of Health, eMedNY, and other Department staff regarding Medicaid Managed Care enrollment transactions, eligibility issues, and related systems concerns. Staff are responsible for researching and resolving enrollment discrepancies and operational issues affecting Medicaid Managed Care recipients and participating plans and coordinate with the Bureau of Consumer Services, Office of State Comptroller, Office of Medicaid Inspector General, and Division of Operations and Systems staff regarding operational issues, audits, and data concerns. This position will supervise staff involved in MRT II and HR I implementation activities, including initiatives related to the 1115 Waiver for Medicaid Managed Care, integrated care for dually eligible members, modifications to eligibility and enrollment processes, implementation of the Medicaid Eligibility Client Management (MECM) system, and related operational reforms. The incumbent will oversee unit activities related to the continued unwinding of the Public Health Emergency and coordinate responses to audit and FOIL requests involving enrollment and eligibility data. This position will also provide policy and procedural guidance to subordinate staff and assist higher-level management with coordination of operational activities between BPIE and other Department program areas.

Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Medical Assistance Specialist 3; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law to a Medical Assistance Specialist 3. Preferred Qualifications: Familiarity with NYS Medicaid Managed Care (MMC) as well as Medicaid enrollment, eligibility, and reporting systems. Experience in overseeing various projects concurrently; reviewing complex materials/documents; offering technical support to external and internal organizations; and strong supervisory skills.

Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
