Duties Description Under the close direction of a G-23, Associate Administrative Analyst, and a G-25 Supervisor of Administrative Analysis, the senior administrative analyst trainee will:
• Demonstrate mature skills in remediating PDF forms to comply with State Technology Law 103-d and ADA Title II Web Accessibility Rule; this requires conformance with Web Content Accessibility Guidelines Version 2.2, level AA.
• Demonstrate strong communication skills, both verbal and written and develop expertise in plain language, editorial standards and digital content development.
• Analyze, design, and facilitate development of Tax Department webpages and other digital content (including emails, application text, QR codes, and anything else published and available electronically) making the necessary revisions and following standards and procedures to ensure the pages are correct;
• Discuss or hold meetings about the content, design, development, and status of the digital content with various stakeholders;
• Organize and maintain information about assignments following section procedures and internal controls;
• Independently monitor work schedules, maintain records, prepare and deliver reports on project status and assignment progress;
• Review, analyze, and develop communication plans regarding how best to inform the public of the impact of proposed and enacted legislation and regulations;
• Collaborate on the development and design of department internal webpages, procedures, documents, and surveys, and evaluate and recommend alternatives;
• Recommend or implement changes to administrative documents (including internal forms, org charts, and contact listings), and update section procedures to improve efficiency and effectiveness;
• Supervise other Web Team staff, grades 14 and below, once you successfully complete your traineeship;
• Complete required training classes;
• Adhere to the Tax Department's time and attendance rules and requirements and agree to work overtime as necessary to complete priority projects.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving
permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Administrative Analyst Trainee 1: Bachelor’s degree or higher.
Administrative Analyst Trainee 2:
A bachelor's degree and one year of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.
Substitution-A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Senior Administrative Analyst
A bachelor's degree and two years of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.

COMPETITIVE MINIMUM QUALIFICATIONS:
Candidates must be reachable for appointment on the PCO or PATT eligible list for this location; or eligible to transfer under Section 70.1, 70.4 or 52.6 of Civil Service Law.
This position is filled as a traineeship:
Trainee 1, equated to a grade 14: starting salary is $53,764.
Trainee 2, equated to a grade 16: starting salary is $59,994.
Successful completion of a two-year traineeship will lead to SG-18, starting salary $66,951.
Note: Advanced placement in a traineeship is at the discretion of the hiring agency
