Duties Description Duties-
The Director Financial Administration 4 reports to the Associate Commissioner for Fiscal Administration. The incumbent will oversee the day-to-day operation of the Bureau of Budget Management including State Operations, Aid to Localities, Capital Budgeting, and Grants Management and be responsible for planning, directing and coordinating all activities, as well as the development and administration of policies related to all OASAS State Operations, Aid to Localities, and Capital Projects budgets. The duties associated with this position include: preparation of the Agency’s annual Budget request submission to the Governor’s Division of the Budget and the development of related briefing materials for Executive staff ; monitor and control of annual enacted State Budget appropriations, cash spending plans and personnel targets; allocation of funds to OASAS Bureaus, ATC’s, LGU’s and voluntary providers; development of budgetary recommendations in response to requests from the Governor’s Office, Division of the Budget, Office of the State Comptroller, Legislature, OASAS Constituent Groups, State and Federal agencies and other interested parties; development of budgetary recommendations related to proposed legislation and regulations; provide sound recommendations and advice to OASAS Executive staff on State Operations and Aid to Localities budgetary and spending issues; coordination and administration of State Aid approval letter/contract processing; fiscal oversight of agency procurements; participate in all Federal and State audits, reviews, and technical visits.
Minimum Qualifications Transfer: Must be eligible for transfer under Section 52.6 of the Civil Service Law.
Provisional or Non-Competitive Promotion: Must have one year of permanent or contingent permanent service in a financial management, accounting, contract management, or budgeting position allocated to M-2 or higher. service in a financial management or budgeting position allocated M-2 or higher.
Non-Competitive (NCP) under Section 52.7 of the Civil Service Law: In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates within OASAS apply for the position is three or less, a permanent appointment may be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications.

The salary range listed in this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.
Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
