Duties Description The New York State Education Department’s (NYSED) Office of Cultural Education is seeking a Licensed Master Social Worker, SG-20, position in the New York State Library (NYSL). Under the general direction of the State Librarian, the incumbent of this position will provide onsite support to OCE patrons by connecting individuals with social services and other resources, as well as integrating social work perspectives such as trauma informed care, whole person approaches, and systems thinking into OCE’s service delivery and design. The incumbent of this position will not be providing clinical services, such as the diagnosis of mental, emotional, behavioral, developmental, and addictive disorders; development of assessment-based treatment plans; and provision of psychotherapy. Duties of this position include, but are not limited to, the following:
• Integrate social work perspectives, including trauma-informed care, systems thinking, and whole-person models of care into OCE policies, practices, and services;
• Advise OCE staff and partners on the development, implementation, and enforcement of patron behavior policies, procedures, and guidance;
• Provide onsite support and services to OCE patrons, connecting individuals to social service resources and community supports;
• Facilitate networks and communication among libraries, library social workers, and other social service providers in library settings. Lead a statewide Community of Practice for librarians, social workers, and partner organizations working to improve services for vulnerable community members;
• Collaborate with outreach coordinators from public library systems to connect libraries across the state with social service resources. Serve as a liaison between state agency social service initiatives and regional library systems;
• Design and facilitate professional development for public librarians and trustees to help them create accessible, inclusive, and effective services; and
• Collaborate with partners to develop frameworks for sustainable library/social work partnerships that can be implemented statewide.

Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS candidates must meet the minimum qualifications for this position. The qualifications are:
Possession of a license and current registration as a Licensed Master Social Worker in New York State.

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Licensed Master Social Worker.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title Salary Grade 18 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. Candidates must also possess a license and current registration as a Licensed Master Social Worker in New York State to qualify for transfer.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and meet the minimum Possession of a license and current registration as a Licensed Master Social Worker in New York State.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a permanent, competitive appointment or a permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of a license and current registration as a Licensed Master Social Worker in New York State will be required at the time of interview for all candidates. Candidates are required to possess a license and current registration as a Licensed Master Social Worker in New York State at the time of hire. Continued employment as a Licensed Master Social Worker is dependent upon maintaining a license and current registration as a Licensed Master Social Worker in New York State, including adhering to all relevant professional development and training requirements as specified by the Office of the Professions. Failure to maintain a license and current registration as a Licensed Master Social Worker in New York State and current registration will result in removal from employment. This position will require 10% in-state/Statewide travel. Filling of this position is contingent upon Division of the Budget approval.

This position leads to a maximum salary of $94,121 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
