Duties Description Under the direction of Deputy Commissioner for Technology, within the Office of Information Technology Services, Office of Children's and Family Services (OCFS) Dedicated Support Team, the Manager Information Technology Services 2 will lead a team of Project Managers, Business Analysts, Quality Assurance Engineers, Customer Relationship Managers and other staff that are essential to deliver IT products, enhancements and operational support for OCFS. The Manager Information Technology Services 2 will ensure on-time delivery, within budget and will provide leadership to strategically manage risks, monitor finances, and ensure each phase of work is started and completed on time.
Specific duties will include, but are not limited to the following:
- Align projects with organizational goals. This involves defining the overall strategy, setting long-term objectives, and ensuring that all projects fit into this broader vision of the Office of Children's and Family Services. Work closely with senior leadership to understand business priorities and translate these into actionable project plans.
- Define procurement requirements in collaboration with stakeholders and draft documents including but not limited to requests for proposals (RFPs) and evaluation criteria. Prepare the contract documents and work with the Vendor Management Office to obtain approval from OSC.
- Oversee all projects under the Office of Children's and Family Services Program. Maintain a holistic view of ongoing projects, ensuring that each one meets its objectives, adheres to timelines, and stays within the budget.
- Provide guidance and leadership to the project management team. This includes mentoring project managers and ensuring effective communication across teams and fostering collaboration. Motivate team members, resolve conflicts, and ensure a positive working environment that enhances productivity.
- Manage the overall project budget, ensuring that resources are allocated efficiently and cost overruns are minimized. Collaborate with ITS Finance, Vendor Management Office and OCFS. Review budget burndown with executive sponsors. Secure additional funding if required.
- Act as the primary point of contact for senior stakeholders, executives and clients. The incumbent will ensure that stakeholders are regularly informed about project progress, risks, and outcomes.
- Assist in evaluating and recommending solutions that meet business needs.
- Identify and monitor potential risks early on and develop mitigation strategies. Foresee challenges and proactively manage risks across projects. In the event of issues, the Manager Information Technology Services 2 is responsible for finding solutions that minimize impact and ensure project continuity.
- Ensure that all projects meet the organization's quality standards. This includes reviewing deliverables, ensuring adherence to processes, and maintaining consistency across projects. Collaborate with quality assurance teams to develop appropriate metrics and benchmarks for measuring success.
- Manage change effectively across projects, ensuring that any adjustments to scope, timelines, or resources are handled with minimal disruption. The Manager Information Technology Services 2 is responsible for communicating changes to stakeholders and making sure teams are equipped to adapt quickly.
- Lead a team of Customer Relationship Managers who ensures effective operations and address the needs of end users and customers.
- Develop or participate in the development, interpretation, review and communication of ITS policies, procedures, and standards
- Analyze the impact of proposed policy and legislation as they pertain to OCFS dedicated team and the products and applications that the team supports
- Develop, implement and ensure adherence to internal controls, policies, guidelines, standards, and procedures.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 2, M-3, OR in a position at the G-27 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades, or one M-grade.
Preferred Qualifications: Experience in both written and verbal communication with executive leadership is desirable.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
