Duties Description Section Overview

The Department of Environmental Conservation’s Office of Environmental Justice (OEJ) works to address environmental issues and concerns that affect primarily low income and minority communities through grant opportunities, enforcement of environmental laws and regulations, consultation, guidance, and enhance public participation.

An Environmental Program Specialist 1 Trainee would, under supervision of the higher-level staff, receive on-the-job training while performing duties similar to those of the journey-level position.

Specific Duties

OEJ is searching for an Environmental Program Specialist 1 who will work as a part of their dynamic grants team. The candidate will be responsible to work with stakeholders from inside and outside of DEC to ensure all grant contracts are processed and managed in an effective and compliant manner. The applicant also will perform a variety of additional tasks including carrying out of projects and serving as a vital member of OEJ’s team, providing support across a broad range of policy, technical, and analytical tasks.

The ideal candidate will have experience in grant administration/management, program and project budget development, be familiar with budget reconciliations, and should also be comfortable with managing internal and external stakeholder relationships specific to environmental justice communities. Strong written and oral communication skills, and exceptional data management, analysis, and organization skills are highly preferred.

Typical activities might include creating request for applications, sitting on review panels, researching and identifying new stakeholders, documentation of policies, procedures and systems, financial reporting of contracts and grant cycles, making recommendations to show grant funding impact and researching and disseminating information to underserved communities throughout the State.

Responsibilities include but are not limited to:

Assist with OEJ grant development and implementation including: securing approvals;

drafting requests for applications (RFA);

grant application review;
outreach and communication to potential applicants and awardees;
creating award letters;
contract development;
managing portfolio of active contracts;
auditing payment packages and entering payments;

•Assess the potential for environmental justice initiatives to be incorporated in programs and other opportunities;

•Foster communication and education between agencies, municipalities, and organizations;

•Develop and implement program policies and procedures;

•Prepare and interpret rules and regulations;

•Provide non-engineering technical assistance and information to consultants, public officials, and the public;

•Collect data, review alternatives, and perform qualitative or quantitative policy analyses;

•Write technical or programmatic reports;

•Develop, implement, analyze, and evaluate programs;

•Develop and implement expenditure plans, procure external funding sources, collect and forecast the impact of funding and/or organizational change efforts;

•Assist with the development of environmental public information campaigns including workshops, public meetings, and other outreach events;

•Conduct site visits that evaluate status and effectiveness of grant funding;

•Familiarity with creating and maintaining mapping and GIS projects for internet and internal use;

•Assist other staff on additional program areas as outlined by the director.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Qualifications for NYHELPS or 55b/c* appointment are:

EPS TRAINEE 1:
Four years or experience in a position where you have responsibility for the following: development and implementation of program policies and procedures; preparing and interpreting rules and regulations; development, preparation, and management of procurement (solicitation) documents, contracts, or grants; providing non-engineering technical assistance and information to consultants, public officials, and facility managers; collecting data, reviewing alternatives, performing qualitative or quantitative policy analyses; writing technical or programmatic reports; developing, implementing, analyzing, and evaluating programs; developing and implementing expenditure plans, procuring external funding sources, collecting and forecasting the impact of funding or organizational change efforts; assisting with the development of environmental public information campaigns.

*An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

EPS TRAINEE 2:
Five years or experience in a position where you have responsibility for the following: development and implementation of program policies and procedures; preparing and interpreting rules and regulations; development, preparation, and management of procurement (solicitation) documents, contracts, or grants; providing non-engineering technical assistance and information to consultants, public officials, and facility managers; collecting data, reviewing alternatives, performing qualitative or quantitative policy analyses; writing technical or programmatic reports; developing, implementing, analyzing, and evaluating programs; developing and implementing expenditure plans, procuring external funding sources, collecting and forecasting the impact of funding or organizational change efforts; assisting with the development of environmental public information campaigns.

EPS1:

EPS 1: * If applying under the 55b/c, candidates must include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55b/c program.
