Duties Description The NYS Digital Service team at the Office of General Services (OGS) seeks a creative and self-driven professional to serve as a Data Engineer. The Public Information Specialist 2 (Digital Content) will be the Data Engineer and lead the data collection and integration efforts for digital and customer experience projects. They will be an essential contributor to the rollout and implementation of the Universal Data and Analytics Program in New York State.

The Data Engineer will play a crucial role in the collection, transformation, and analytics and digital campaign data. This role will be responsible for developing and optimizing data storage solutions, organizing data, and establishing processes to ensure data quality and accuracy. This position focuses on technical support, system development, data management, and ensuring access to accurate and relevant data.

The ideal candidate is a strategic thinker with a data-focused, continuous improvement mindset with expertise in SQL, and experience with cloud-based data platforms.

• Manage digital product’s data lifecycle from identifying business needs through technical solutioning to implementation.
• Work under the direction of the Data Director to build, research, propose, or evaluate a tech/digital solution or data strategy.
• Design, develop, and maintain scalable data pipelines and data manipulations (ETL/ELT) processes to support data collection and processing.
• Collaborate with data analysts and program managers to understand data requirements and provide necessary data support.
• Provision required software/product infrastructure to support data collection, storage, and processing.
• Assist in building technology solutions, alter or adapt common libraries to unique project needs, and/or contribute to a NYS Web Design System or Digital Utilities Library.

Minimum Qualifications Open Competitive: Seven years of experience* in public relations, social media, and digital communications.

*Substitutions: A degree in Communications, English, Public Relations, Social Media, Digital Communications, or a similar degree may substitute for experience as follows:
• Associates degree: two years of required experience
• Bachelor’s degree: four years of required experience
• Master’s degree: five years of required experience

Promotional: One year of experience as a Public Information Specialist 1 (Digital Content)

Preferred Qualifications:
• Demonstrable familiarity with digital and web analytics platforms including Google Analytics, Siteimprove, Qualtrics, or others.
• Proficiency in core web languages including HTML, CSS, and Javascript.
• Understanding of web content management systems.
• Experience working with data from a variety of sources, including API endpoints, streaming and relational databases.
• Proficiency in SQL for querying and data transformation.
• Familiarity with cloud-based data platforms (open-source Google BigQuery, AWS Redshift). Ability to identify low cost or open-source storage solutions that will meet the needs of the organization in the short and long term.
