Duties Description The Bureau of Provider Audit (PA) in Albany performs a wide array of audit functions, including audits and reviews of fee-for-service (FFS) and Managed Care Organizations (MCO) and their network providers that are reimbursed for covered services to eligible beneficiaries. This includes provider field audits conducted in accordance with approved audit protocols, the County Demonstration program audits, the System Match and Recovery (SMR) unit which covers a wide range of project types of both FFS providers and MCO’s, the Home Health Care Medicare Maximation project, and support and coordination with OMIG’s External Audit Unit. The bureau maintains audit subject matter expertise including but not limited to OMH, OPWDD, DME, and transportation services, and with both desk and field audit processes.
Reporting to the Assistant Medicaid Inspector General for DMA, the MIS 4 (FA) will serve as the Director of the Bureau of Provider Audit in Albany. The incumbent will provide guidance, direction and oversight to PA audit staff, and will be expected to set strategic priorities and execute tactical direction for the bureau, including direct oversight of all G-27 managers to ensure effective delivery of service in alignment with agency objectives. Tasks also include project planning, tracking, and fiscal projections, and the coordination and collaboration with other OMIG bureaus and divisions, and with external agencies and stakeholders, as well as the development and implementation of new initiatives and processes to continually improve and adapt to the Medicaid landscape as agency objectives are pursued.
Minimum Qualifications To be eligible for appointment, candidates must be reachable on the OMIG promotional list for Medicaid Integrity Specialist 4 (Financial Analysis) title or be a current New York State employee with one year of permanent or contingent permanent service in a title deemed eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
Preferred Qualifications: Five years of auditing experience; knowledge of the Medicaid and Medicare programs; excellent verbal/written communication, analytical, and personal skills; knowledge/experience with computer applications, particularly for audit activities, and with the supervision and management of multiple individuals and/or teams of individuals working on various audit types or projects, establishing objectives, tracking progress, researching policy, developing audit protocols/criteria, and coordinating with internal and external entities.
