Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Professional Engineer 2 (Environmental), M-2, located in the Administrative Support Services Group. The Professional Engineer 2 oversees and directs statewide facility physical plant and maintenance operations over the Plant Superintendents located in OMH facilities throughout the State. The position also oversees 180+ maintenance contracts and will be tasked with oversight of the OMH Comprehensive Energy Efficiency Program (CEEP), an OMH effort to improve energy efficiency and comply with energy regulations and Executive Orders to reduce fossil fuel consumption. They will also be responsible for establishing and maintaining mechanical equipment design standards for incorporation into Capital projects and providing Comprehensive oversight to the Environmental Compliance Program. Other duties include Oversight of Facility HVAC systems, Supervision and Management of the Maintenance Contract Program, Maintenance of statewide computerized maintenance management system (CMMS), Supervision of 3 Assistant Engineers and one Facilities Planner 2
Specific duties to be performed may include, but are not limited to, the following:
1. Provides statewide oversight, support and management of OMH facility plant operations and environmental compliance program area.
2. Supervise Program Area staff including Mechanical and Environmental Engineers.
3. Work closely with and assist OMH Facility Plant Operations staff in identifying and addressing needs through Capital projects or other contract means which could include the repair and/or replacement of mechanical systems and environmental compliance initiatives.
4. Assists with management and oversight of the OMH Comprehensive Energy Efficiency Program (CEEP), a $5,000,000 annual OMH effort to improve energy efficiency and comply with energy regulations and Executive Orders to reduce fossil fuel consumption.
5. Provide supervisory oversight in the completion of on-going environmental remediation projects. Ensure agency compliance with environmental laws and regulations.
6. Establish and maintain mechanical equipment design standards for incorporation into Capital projects.
7. Programmatic oversight of the Mechanical System Maintenance Service Contract Program consisting of approximately 195 active contracts with an annual value of over $21 million. Work with Plant Operations and agency procurement staff to address vendor issue and resolve compliance issues.
8. Provide oversight of the time and materials review and approval process related to work performed under the mechanical system service contracts.
9. Oversee statewide implementation of a computerized maintenance management system (CMMS) utilized by all OMH facility plant operations staff to monitor and implement mechanical system preventive maintenance schedules and facility work orders. Manage vendor issues and system training for OMH staff.
Minimum Qualifications Transfer:
Candidates must have permanent status as a Professional Engineer 2 (Environmental), M-2, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.
Provisional Opportunity:
Candidates do not need to be employed by New York State in order to be eligible for provisional appointment to this position. In order to be eligible for a provisional appointment, candidates must have MQs
Candidates appointed provisionally must take the next Civil Service examination for this title and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or do not achieve a reachable score may not be retained in the title.

Posted salary includes a $7,000 Geographical Differential.
