Duties Description The MAS 2 will be located in the Bureau of Child Health Plus. Develop and assist with the development of program contracts
Review proposed contracts for programmatic correctness, adherence to State and Federal rules and regulations, and compatibility with agency programs and goals
Review Federal and State regulation changes to determine the impact on the contract and to ensure continued compliance with applicable regulations
Resolve minor changes or additions to contracts
Draft written responses to CHPlus health plans on contract questions, or questions on the contracting process
Follow up on contracts throughout the approval process with internal reviewers and external approval agencies such as the Bureau of Contracts and the Office of the State Comptroller
Provide technical assistance related to state and federal laws, rules, regulations and policies to program staff
Serve as CHPlus liaison on the NYS Medicaid and Child Health Plus Quality Strategy, and associated Annual Technical Reports and communicate with CHPlus Subject Matter Experts, other DOH departments and the External Quality Review Organization
Supervise staff within the Bureau of Child Health Plus policy unit

Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Medical Assistance Specialist 2, SG-23, OR; Current New York State employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law to a Medical Assistance Specialist 2, SG-23.

Preferred Qualifications: Preferred candidates will have professional experience in public health insurance programs, including New York’s Medicaid, Child Health Plus or Essential Plan programs and/or Medicare. Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines; and experience using electronic data systems, such as eMedNY and NYSOH Back Office. Supervisory experience is a plus.
